The British Embassy in Budapest is part of the United Kingdom’s world-wide diplomatic network, and represents British political, economic and consular interests in Hungary and is now looking to recruit a Justice & Home Affairs and Serious Organised Crime Officer. This will include policy aspects of countering human trafficking, judicial and law enforcement cooperation and building a network of contacts with the Hungarian and UK governments and Non-Governmental Organisations (NGOs). As part of the Embassy’s Policy Team, the Officer will lead Justice & Home Affairs (JHA) and Serious Organised Crime (SOC) policy work to support the UK’s interests, security and prosperity, and deliver the Embassy’s Country Plan JHA and SOC policy objectives.

 

Main Duties and Responsibilities:

  • Lead and expand the scope of policy work in support of UK interests in JHA and SOC policy, reporting to the UK-based JHA/SOC, Rule of Law and Values Officer. Work with colleagues across the Embassy and contribute to the design and implementation of existing and new policy plans;
  • Proactively seek out and build opportunities to build effective JHA/SOC links and relationships between the UK and Hungary;
  • Monitor and report internal security policy related developments, spotting opportunities for engagement and providing policy analysis that adds value for colleagues in Budapest and London;
  • Lobby (and report back) on behalf of UK government departments on matters of (non-Brexit related) internal security, law enforcement and judicial cooperation, or lobbying for UK candidates in security mechanisms. Prepare the Ambassador and the Deputy Ambassador for external events and lobbying by providing lines to take and draft speeches;
  • Lead and advise external implementation partners to deliver policy projects in support of JHA and SOC policy objectives, sometimes in close co-operation with colleagues from other British Embassies in Central Europe. Topics could include supporting NGOs or bilateral collaboration on Modern Slavery/Human Trafficking/Roma; judicial & police cooperation/training; countering illicit cash;
  • Manage the project procedures in line with FCDO guidance, ensuring value for money as well as concrete and sustainable outcomes;
  • Lead work on organising inward & outward official visits in this area and assisting in organising meetings and events;
  • Build a strong and trusting network of contacts within the UK and Hungarian governments, and with NGOs;
  • Act as Secretariat for quarterly Joint Serious Organise Crime (JSOC) committee meetings, setting up the meetings, taking notes and drafting and submitting reports to London. Act as a coordination focal point for the UK government departments dealing with SOC in the context of Hungary;
  • Occasional support for Returns (when a Hungarian national is returned to Hungary from the UK after being refused entry or deported);
  • Represent the Embassy at lectures, conferences and participate in the network of JHA and SOC Officers in British Embassies around the world. Participate actively in the FCDO JHA’s attachés network;
  • Coordinate quarterly updating of Overseas Security and Justice Assistance (OSJA) reports;
  • Work with the Embassy’s Communications team on presenting the embassy’s JHA/SOC work to the public;
  • Provide ad hoc administrative support to the wider policy and public diplomacy team;
  • Play an active role in the event of the Embassy needing to respond to a crisis situation.
  • Excellent English and Hungarian both verbal and written (minimum C1 level for CEFR framework *)
  • Strong analytical and reporting skills;
  • Ability to develop strong network of contacts;
  • Ability to work collaboratively with contacts and colleagues at all levels;
  • Ability to work autonomously as well as a member of a team;
  • Confident user of office IT (Outlook, Office, MS Teams);
  • Good time management skills and the ability to prioritise and multi-task;
  • Strong and proactive organisational and planning skills;
  • Attention to detail and good problem solving skills.
  • Experience in working in an international environment, public administration or diplomatic mission;
  • Experience in working on internal security, law enforcement and judicial issues;
  • Familiarity with project work and delivery, including experience in delivering regional projects.

This is a full-time position (35 hours net per week) for a fixed-term contract of 24 months, with possibility of renewal by mutual agreement.

 

The successful candidate will be subject to confirmation of a background check and security clearance. You must have pre-existing work authorisation for Hungary in order to apply.

 

Staff recruited locally by the British Embassy are subject to terms and conditions service according to Hungarian employment law.
