Main purpose of job:

Organise with Head of TWG daily duties of the section, including maintenance and programmed / future projects within the Estate, providing the best possible service in accordance with FCO rules, Accommodation Policy and Corporate Services Charter. Ensure correct tendering and procurement procedures, accurate forecasting, good maintenance, stock control/inventories and value for money for the management of the Estate. With the help of a medium sized team to run all the Building maintenance and Civil tasks professionally by maintaining safe working practices. Report to Manager TWG and also act as Deputy Manager.

Roles and responsibilities :

Maintenance and Management of Building & Civil Works/Project

  • Supervise all BDHC building & Civil projects and Day to Day Maintenance works
  • Supervise, check, and maintained the work carried out in line within FCO standards.
  • Responsible for the efficient planning of the Civil, Garden and Building maintenance and repair work load, ensuring value for money and completion of preventive maintenance in line with schedules
  • The planning of follow up corrective actions minimising down time and Implement countermeasures to minimise reoccurrence of faults.
  • Responsible for overseeing the maintenance and inspection schedules, logs and registers are kept up to date and of a high quality.
  • Control of the works request cycle (reactive and preventative maintenance) including originating, receiving and registering work requests; acknowledgement and delegating works to relevant suppliers.
  • Provide office maintenance services.

Finance:

  • Prepare and monitor Estates forecast.
  • Participate in Mid Term Financial Planning exercise.
  • Providing an element of cost, programme, safety and build ability advice on proposed major maintenance & improvement works

Procurement:

  • Ensure Post has an efficient and professional Agreed Supplier List with the Procurement Hub. When necessary, widen suppliers’ network.
  • Raise requisitions and receive goods and services in Prism. Housekeeping of Purchase Orders.
  • Invoice processing. Deal with suppliers’ queries on payments. Suppliers’ set up.
  • Account for own Global Procurement Card expenditures.
  • Procure, record in Post inventory and supply residential/Office equipment that complies with UK Health and Safety Standards.
  • Purchase of general suppliers in shops and/or online.
  • Tender and manage Estates term contracts, for example, Residence garden/swimming pool, Paint services, Power house maintenance.

Office and Health & Safety Management

  • Take actions to correct recommendations made in Health and safety and property inspection reports.
  • Supervise medium sized team of technicians in order to deliver maintenance activities within the compound, offices and residential buildings
  • A good knowledge of construction trades and the ability to monitor all aspects of construction sites on-compound. Manage outsourced works and services
  • Assist in completing an asset register of all plant and equipment
  • Manage relations with utility companies’ i.e. KE, PTCL, KWSB, SSGC etc.
  • Supervise Store keeper activities and ensure all inventories and activities are in accordance with FCO Policy
  • The timely arrangement of materials for projects and maintenance activities to limit delays.
  • Support and drive FCO Health & Safety Policy and initiatives within the technical workforce
  • To keep up to date with and have an awareness of new products and improved working methods that can add value by improving quality and reducing costs.
  • To assist with the training of staff in health and safety Standards and regulations.
  • Plan development of staff practical and technical skill to include capacity building.
  • Covering for head of TWG in his absence
  • Assisting Head of Estate in Post Compliance Assessment.

Resources managed (staff and expenditure):

  • Line Management Responsibilities of Gardeners, Masonry, and Painter and Carpenter team.
  • Responsible for casual labour (Daily Wages) that vary depending on project for planning, staffing, controlling and allocating to different projects and co-ordination with Head of Estates and Senior management.
  • Responsible for daily attendance/time sheets, subsistence, uniforms and transportation.
  • Making sure that accident reports are made in co-ordination with Health & Safety Manager
  • Making sure that the team is filling in required work permits related to the job.

Language requirements:

Language: English and Urdu

Level of language required: Expert

Essential on arrival:

  • Degree or Diploma in Engineering.
  • Civil & Building Works and Maintenance
  • Fully competent in Microsoft Word & Excel, Microsoft Outlook
  • Minimum 3 years’ experience maintenance of Building Works and Civil services
  • Project Management
  • Strong communicator in both English and Urdu languages
  • Middle management experience.
  • IOSH (managing safely) or equivalent
  • Health & Safety compliance within the workplace and office
  • Good Team leader
  • Delivering facility maintenance throughout the workplace
  • Auto CAD (preferred but not essential)
  • Experience in procurement, customer service, and projects management, managing properties, buildings or facilities management. Negotiation, and dealing with suppliers experience.
  • People skills are the most important requirement for this position. More specific people skills encompass:
  • The ability to communicate well with customers and with other team members;
  • A polite, friendly and tactful manner, when handling complaints or enquiries or solving problems;
  • Administrative, organisational and project management skills;
  • The ability to work under pressure and prioritizing;
  • Good teamwork skills.
  • The Officer should be effective at problem solving, detailed oriented, proactive, self-starter, innovative, good at multitasking, flexible and have the ability to adapt to changing work conditions, and resilient.

For BHC candidates, the Local BHC Terms & Conditions will apply. 

For other than BHC candidates, Basic Salary will be ­­­­­­PKR 113,308.
