View Vacancy - SIN - Deputy Corporate Services Manager, B3(L)
Reporting to the Corporate Services Manager (CSM), provide financial support within the Corporate Services team (CST), working with the Finance & Procurement hub in Manila and advising and updating key stakeholders in the Post. Deputising for the CSM during periods of absence.
Reporting
Lead on best practice finance processes and help to contribute to ownership of the process by budget holders, specifically:
- Run reports on a monthly basis of actual spend by budget holders.
- Manage relationship with budget holders to accurately update and amend our budgets and forecasts.
- Escalate any anomalies or issues to the CSM
- Present monthly budget to the Senior Management Team.
- Responsible for monthly reporting process to 8 Partners Across Government (PAGs) based in Singapore
- Run reports from fixed asset system to reconcile to Accounting system
Platform
Oversee finances related to PAGs to ensure they are managed in line with policy and that appropriate costs are borne at Post and by PAGs through;
- Completion, in collaboration with others, of all change request forms to join or leave the Platform, including follow up with One HMG teams
- Ensuring that all PAG related direct charges are made on a timely basis
- Development of subject matter expertise in One HMG Platform policy
Payroll
Ensure timely and compliant monthly and annual payroll process, specifically:
- Run monthly payroll for local staff. Inform staff of any changes to CPF rates, or other payroll related changes.
- Completing tax clearance for foreign staff.
- Submitting annual IR8A forms.
- Manage submission of claims for paid leaves and NS with government
- Provide staff cost calculations as required
- Support HR colleague in ad hoc reward and compensation work
Internal Finance Process
Lead on Purchase to Pay (PtP) and Expense process at Post and ensure compliance with internal procurement process;
- Complete reconciliation forms to manage accounts payable and receivable
- Maintain and update Post on any changes to PtP process; act as local advisor on processes, working with regional Finance Hub.
- Create training on processes
- Lead on tender and contract management for Corporate Services
- Check and approve supplier maintenance forms and payment runs
- Supervise Corporate Services Officer in management of PtP process and KPIs
Adhoc/Projects
- Act as deputy CSM and cover critical approvals and processes in absence of CSM
- Responsible for Income Generation financial management including pricing, costing and payment receipt
- Monitor official bank account; reconcile, maintain and manage balance in local bank account
- Ensure that Regional Hub team receive the correct documentation for Finance & Procurement related matters, including details of payments made for invoices, Supplier forms, payment requests, assist with any queries.
- Support Regional Hub and CSM on local Finance related projects.
- Experience of payroll processes (any country)
- Experience and knowledge of Purchase-to-Pay process
- A background in finance, book keeping or accounts
- A problem solver, able to multi-task and work at pace using effective prioritisation
- Process driven and detail focused
- Pragmatic and flexible in approach
- Knowledge of Singapore IRAS income tax process and requirements
- Proficiency in Microsoft Office, in particular, Excel.
Normal working hours are 37.5 per week: 8.30am to 5.00pm from Monday to Friday.
