Main Purpose of Job

Reporting to the Post Security Manager (PSM), the Deputy Post Security Manager (DPSM) with elements of Health/ Safety & transport, is responsible for managing the day to day security and safety of the British Embassy and its staff in Ethiopia.

The DPSM is responsible for the day to day security of the British Embassy, its staff and off compound properties and staff. The DPSM is responsible for the supervision of the Embassy Guard force and liaising with the sub contracted Guarding company which provides security for off compound houses.

The DPSM will act as a liaison point for the British Embassy on security matters. In the absence of the PSM the DPSM may be the sole focal point of contact for all security matters and implement commensurate security solutions. They will monitor security, analyse intelligence and information and provide advice for staff accordingly.

The DPSM is also responsible for assisting in the delivery of operational health and safety matters, working hand in hand with the Facilities Management team at Post.

Main Duties and Responsibilities

GUARDING

  • Daily interface and supervision of the guard force, ensuring service delivery against key performance indicators, ensuring guard awareness and response to emergency procedures, including fire and terrorist drills, real or otherwise.

  • Preparation of security, emergency and event plans, guard briefing procedures, emergency plans.

  • Ensuring the function of guard force technical equipment.

  • Liaison with facilities management provider regarding guard appointments, security clearance, training.

  • Oversight of subcontracted guarding company for off-site compounds.

 OPERATIONAL SECURITY

  • In collaboration with the PSM, provide security advice to staff including management and investigation of operational incidents.

  • Assist in the planning and preparation of security events, ensuring guest lists are received in sufficient time and additional resources deployed where necessary. Ensure the proportionate safety and security measures are in place.

  • Assist in the delivery of security briefings for official visitors, temporary duty staff, new joiners and arriving families and assisting with training delivery to contractors.

  • Assist PSM/ROSM with implementing Security Advisor recommendations, local staff clearances, independent research, providing reports on security-related subjects as required, analysis of current crime figures and trends in liaison with the PSM and ROSM

  • Be part of post’s crisis management plans and take part in crisis exercises as and when required.

  • Develop collaborative security knowledge via networks with other mission’s security staff, the Police and diplomatic and private security firms (covered above)

  • Monitor information and intelligence and advise staff of emerging threats and risks. Implement risk mitigations strategies.

  • Assist in emergency drills and security training for staff.

  • Be available to escort non-cleared contractors or visitors.

EQUIPMENT

  • Issue staff entry passes, maintain access control system and database.

  • Assist in the supervision of post security systems

  • Assist in annual evacuation drills.

HEALTH & SAFETY

  • Assist in the development, implementation and maintenance a health & safety strategy and plans to support employees in association with the Facilities Management team.

  • Identify and report any hazards, risks or incidents.

  • Ensure all staff receive adequate training and instructions in emergencies and procedures.

  • Support on the post response to the annual Post Compliance Assessment

  • Assist the Fire Safety Manager, conducting and recording weekly fire safety audit checks, maintaining the Mission Fire Safety Manual according to FCO requirements.

To deputise for the PSM in his/her absence by:

  • Providing first rate professional and up to date security advice to all staff regarding the management and investigation of operational incidents

  • Manage any operational incidents with calmness, empathy and expertise in a way that ensures the security and reputation of the Embassy.

  • Liaise with CST to conduct residential security surveys on potential new properties

  • Act as point of contact for any local security projects under the guidance of the PSM.

Resources Managed (Staff and Expenditure)

Line management of the British Embassy guard force and oversight of the sub contracted security provider for off-site compounds.

  • At least a diploma (in any Field)

  • Language Proficiency: Excellent English spoken and written

  • Minimum 3 years relevant supervisory experience in the security field with a proven track record of delivering a quality service.

  • Management experience (of a large team)

  • Computer literacy and typing skills (Microsoft Outlook, Word, Excel and PowerPoint)

  • Be open to change and actively seek ways to improve the service of the security section.

  • Be able to manage the security service for the Embassy so that it can deliver an efficient, effective and good value for money service.

  • Ability to work quickly and reliably with little supervision to meet targets with clear and effective decision making skills.

  • Be an excellent team player and to contribute and support wider Embassy objectives.

  • Be an excellent representative of the Embassy with all contacts, including the Ethiopian authorities, other Diplomatic Missions, NGO’s and other relevant contacts

  • Full Ethiopian driving Licence (car)

  • Good contacts throughout likeminded security providers and organisations.

  • First Aid qualification.

  • CCTV experience.

Locally engaged staff of all grades will be entitled to paid annual leave as follows:
Up to 2 years 22 days
After 2 years services 25 days

In addition to annual leave, the British Embassy observes up to a maximum number of 14 Ethiopian, British and Religious public holidays each year. A list of such Embassy holidays will be published each year. Office Staff required to work on these holidays will be granted time off in lieu or overtime where circumstances permit.
