The British Embassy in Beijing plans to undertake an International Climate Fund (ICF) – China Green Finance Programme from early 2018 until end of 2022. The programme is funded by the HMG Department of Business, Energy and Industrial Strategy (BEIS) and is committed to delivering projects that support green finance development in China. Through co-operation with a range of Chinese and international stakeholders, the programme aims to increase the capacity and capability of key public and private sector institutions in order to create a more coherent, comprehensive, responsible and innovative Chinese green finance system.

This new position is an exciting opportunity to be at the heart of a growing area of UK-China collaboration. The successful candidate will play an important role in shaping the China Green Finance Programme and delivering programme outputs. The role will help develop and take on day to day responsibility for delivering a portfolio of technical assistance programme in China, and engaging external stakeholders including UK and Chinese government agencies, financial regulators, financial institutions, think-tanks, academics and NGOs. As a result of the programme’s piloting status, it is expected that the Project Manager will need to be comfortable working flexibly across multiple and evolving work streams over the programme lifecycle.

The role will report to the Head of ICF-China Green Finance Programme in the British Embassy, work closely with Economic, Prosperity and Climate Change sections across the Embassy and British Consulates nationwide, and liaise with other relevant sections including FCO and DIT to ensure successful delivery of a new five year China green finance programme.

This position is advertised on a fixed-term basis for one (1) year. Subject to confirmation of future funding, it is expected that the position could be extended.

Programme monitoring, implementing and reporting

  • Manage the successful implementation of the programme, provide quality assurance, ensure the delivery of activities to schedule and budget. This includes arranging public calls for bids for China green finance project proposals, check and develop activity based budgets, and check implementer expenses.
  • Monitor and evaluate projects on a regular basis, including ongoing financial and contractual management and monitoring of risks and significant outcomes.  Take responsibility for co-ordinating and delivering project evaluations, assessing progress against project deliverables and policy impact;
  • Summarise and report achievements and potential gaps within the project portfolio;
  • Analyse market information in consultation with senior managers and policy leads to produce clear and accurate reports for China and UK use.
  • Support policy leads in implementing, managing and monitoring quality projects which deliver high impact against programme criteria.   

To develop external and internal stakeholder relationships in support of the design and implementation of programme portfolio


  • Managing and strengthening the Embassy’s network of UK-China green finance contacts to identify capacity building and policy influencing opportunities for the ICF programme. Engage with senior contacts as required, e.g., People’s Bank of China, China’s Green Finance Committee as well as the City of London’s Green Finance Initiative.
  • Engage with potential Chinese and foreign implementation partners, including government departments, research institutes, consultants, financial services firms and NGOs both in China and the UK, at national and local levels, to build a clear picture of delivery requirements and capabilities.
  • Build and use an extensive network of contacts to promote positive relationships between internal and external stakeholders and ensure there are clear lines of communication that keep ICF-China Green Finance Programme projects on track, on time and in line with ICF overall goals and ambitions.
  • Undertake field trips in China to engage with local stakeholders as required, and potentially in the UK to support activities.
  • Support the Head of Programme to design proposals, and ensure successful overall programme delivery.

Supporting policy direction, programme development and outreach


  • Undertake analysis of China’s green finance developments and government priorities, in order to help identify key opportunities for the ICF-China Green Finance Programme as China develops its green financial sector.
  • Support the Head of Programme in engagement with the Chinese and UK private sector to understand their priorities in order to feed into the development of the programme.
  • Provide support and ideas for the outreach and public face of the ICF-China Green Finance Programme.

  • A minimum of 2 years of professional experience in the financial/ environment and/ or public policy sectors
  • Experience in project and programme management including: designing new projects, setting specific outputs, outcomes and indicators, monitoring and evaluating of project expenditure, identifying risks and project outcomes
  • Proven track record in policy or business analysis, maintaining and building effective networks with influencing external stakeholders in both public and private sectors, including government departments, financial institutions, think tanks and NGOs
  • Knowledge of green finance and financial markets, how they operate, are structured and regulated
  • A team player. Strong interpersonal skills to engage with different embassy sections, British Consulates across China and UK government stakeholders
  • A relevant university degree or professional equivalent
  • Fluent in spoken and written English
  • Excellent IT skills
  • Experience of implementing cross-border programmes involving multiple stakeholders
  • Experience of working in climate change, low carbon and environmental policy
  • Understanding of the China’s financial markets, government priorities, and regulatory system
  • Experience of UK government and financial systems would be an advantage

We offer a competitive package, which includes basic salary, good leave entitlement, and insurance plan, etc. The gross salary (before all deductions) is CNY 17, 670/ month for Chinese Nationals and an abated monthly salary of CNY 24, 529/ month for British Nationals and spouses/ partners (all nationalities) of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.

We also offer excellent development opportunities and a 22-day annual leave entitlement in pro rata.

Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged upon personal needs.
