The British Embassy, Amman is seeking a highly motivated and enthusiastic individual for the position of Residential Estates Manager, Grade – B3 (L).

 

Purpose of the job:

Overall supervision and provision of day-to-day property management of the Embassy’s residential estate (approx. 107 leased properties and the Ambassador’s Residence), ensuring that properties provide secure, fit-for-purpose and comfortable places for UK staff and their families that meet UK Health and Safety regulations and FCO standards.  Deliver high standards of customer service and being responsive to staff needs and requests.  Sourcing new properties as and when required and allocating suitable properties to new arrivals.

To manage the Residence Manager and manage residential estate-related budgets and be responsible for all property related procurement and purchasing activities, ensuring value for money is achieved.

Main Responsibilities:

  • Supervision and management of the Embassy’s residential estate, including the Ambassador’s Residence,  in line with FCO policies and guidance
  • Management of the residential estate-related budgets (rents, utilities, maintenance, furniture), including budget forecasting and monitoring
  • Management of residential estate-related contracts, working with the Procurement Officer to ensure that relevant contracts are in place for maintenance and other services.
  • Source new properties as and when necessary ensuring best deals are obtained on rental properties.
  • Manage all rent and lease contracts and payments to ensure best deals for Post and on-time payment of rents.  
  • Ensure an active knowledge of the estates market in Amman so as monitor the market trends and conditions and provide recommendations accordingly to senior management.
  • Management of property furnishings, ensuring sufficient furniture is in place to furnish new properties and instigate a rolling programme of furniture replacement in existing properties
  • Management of the Technical Works Group, working closely with the Technical Works Supervisor and Technical Works Officer to ensure that general maintenance services and repairs are carried to properties to a high standard and in line with Health and Safety requirements, including the supplier selection and contract negotiations to ensure optimum cost and reliable services.
  • Ensure correct procurement policy and procedures are followed for procuring UK and local purchases, including selection of suppliers, vendor relationships, monitoring the stocks of property furniture and furnishings.  Ensure the integrity of the procurement process and value for money are achieved.
  • Produce quarterly performance reports on post housing for the Post Housing Committee and present at the Post Housing Committee meetings.
  • Communicate effectively with senior management, updating them when necessary and flagging any problems.
  • Management of a small Estates Team comprising 3 x handymen, Estates Officer, Estates Assistant.  Management of the Ambassador’s Residence Manager.  Integrate within the wider corporate services team and have a good team spirit.

Essential:

  • Fluent communication skills in English and Arabic language (both written and spoken, this will be tested).
  • Minimum of two years’ experience in a similar estates / facilities management related role
  • Candidate must hold a Bachelor’s degree in a relevant subject.
  • Strong analytical and decision making skills
  • Experience of managing and motivating staff
  • Highly organised and able to deal with challenging situations.  
  • Computer literacy in Microsoft Office packages.

Desirable:

  • Budget Management experience

Working Hours and Remuneration: 

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances.

Pay is on the Embassy B3 (L) scale, with a salary of JOD 1577 per month. The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (pro-rated) plus 14 public holidays.

The successful candidate will be subject to a 90-day probationary period.
