Main purpose of job:

To lead on the development and day-to-day management of projects under the Pacific Conflict, Stability and Security Fund (CSSF) Programme across the Pacific Island Countries.  Working in collaboration with a wide range of stakeholders, including British High Commissions, regional and multi-lateral organisations, the CSSF portfolio team in London, UK government departments and NGOs, to maximise the impact of the CSSF programme in the region.

Roles and responsibilities / what will the jobholder be expected to achieve:

This is a great opportunity for a highly motivated self-starter with strong project management, financial management and stakeholder management skills.  We are looking for a self-starter with a ‘can do’ approach to help design, oversee and administer projects under the UK’s £15m Conflict, Stability and Security Fund (CSSF). Based in Suva, you will be required to work both independently and as part of a team and deliver high quality work. The CSSF programme focuses on conflict and stability, state threats, transnational threats and women peace and security. Reporting to the Head of Programme, you will enjoy a reasonable level of autonomy and decision-making as well as access to professional development opportunities including scope to work on the wider FCDO priorities. You will need excellent communication and presentation skills (both written and verbal). This role will also require good political and policy skills to ensure successful cooperation between delivery partners and beneficiaries, and to maximise public diplomacy (media) throughout the lifetime of the programme.  You will need to be adaptable and open to taking on new challenges. As with any role, there will be occasions when the work is reactive to instructions and tasking from London or Post Senior Management. All staff are expected to be flexible team players willing to turn their hand to any task.

Main duties include:

  • Supporting the design and delivery the Pacific CSSF Programme across the UK’s regional network – Fiji, PNG, Solomon Islands, Vanuatu, Samoa and Tonga;
  • Identification and preparation of future programme funding bids, drawing on a Pacific CSSF Scoping Study and the recent Pacific Joint Analysis of Conflict and Stability (JACS);
  • Drafting high quality documentation including the programme document, contractual agreements, financial reporting, progress reports and annual reviews;
  • Active engagement with the Southeast Asia and the Pacific CSSF Portfolio lead and team to ensure alignment to the CSSF Strategic Framework, Indo-Pacific tilt and Integrated Review
  • Regular reporting to London, including consulting and aligning on UK government priorities and liaising with UK government departments to identify and follow-up on opportunities arising from programme activities;
  • Identification of complimentary funding streams (through both UK Government and other sources) to provide long term sustainability for CSSF Pacific objectives;
  • Coordinating programme preparations/activities in the Pacific and providing support to the UK missions across our regional network;
  • Ensuring linkages between CSSF and wider UK objectives in the region, including across Oceania;
  • Supporting communication activities across the CSSF programme to promote and raise the profile of the UK across the Pacific;
  • Ensuring complementarity with other in-country and regional activities and funders, including liaising with bilateral and multilaterals donors and other diplomatic missions to ensure programme activity is complementary and not duplicative;
  • Oversight of expenditure of programme/project activities in line with CSSF and HMG guidance, to ensure value for money and that all spend and associated activities take place as forecasted and to the agreed standards and objectives;
  • Leadership, mentorship and line management of the B3 programme support officer.
  • Providing advice and guidance to British High Commission staff in the region on all aspects of programme activity, including reporting to the Pacific CSSF Regional Board.
  • Leading on the monitoring, evaluation, research and learning (MERL) across the programme.
  • Keeping up to date on local/regional initiatives, attending programme related meetings and events, providing accurate reporting to HMG as appropriate.

Staff recruited locally by the High Commission are subject to Terms and Conditions of Service according to local Fiji employment law.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

Working Hours:

Normal working hours are from 08:00 - 16:15 from Mon-Thurs and 08:00 - 13:00 on Fridays. 

Requests for flexible working are considered on a case by case basis but the jobholder should expect the majority of the working week in the office.

Other Information:

This is a 1-year renewable contract up to 3 years, subject to annual funding approval and a six-month probation period. 

As a regional position, the Job Holder should expect to undertake a certain amount of regional travel to successfully support the delivery of the programme. This will be planned in advance and is unlikely to be at the last minute or unexpected.
