Applications are invited for the position of Vice Consul & Deputy Head of Consular Section at the British Embassy Phnom Penh. The role will be full-time and permanent, and starting as soon as possible.

 

Consular work is extremely rewarding, helping people when they most need it. It is also challenging and requires personal resilience.

Providing leadership as Deputy Head of the Consular Section, the successful applicant will be responsible for overseeing the provision of consular services to British nationals in difficulty. The role involves ensuring that these services are delivered in line with the Foreign and Commonwealth Office (FCO) Consular Strategy, consular guidance and Customer Charter, business targets, and local procedures.

 

What will the jobholder do?

— Consular service delivery

  • Management of consular services to meet delivery and quality targets.
  • Leading on complex cases including detainee, destitute, and death cases.
  • Oversight of provision of services including the routine visiting of consular customers in prisons and hospitals, assistance to families of bereaved, providing self-help and signposting advice to customers in need of assistance, and liaising with local authorities, colleagues in London and other embassies.
  • Oversight of notarial work including management of Emergency Travel Document services, organising marriage processes and witnessing signatures.

— Outreach & Preventative Communications

  • Support the formation and delivery of consular outreach and preventative communications work.
  • Work with the Consular Team in conducting outreach visits in Cambodia in support of our outreach strategy.

— Management

  • Line manage three (3) Consular Officers in line with the Performance Management process.
  • Seek out and offer staff development opportunities, e.g. by delegating more challenging work, coaching and offering feedback.
  • Encourage high levels of motivation and performance, supporting staff to get the best from them. Value diversity, treat staff with equity and fairness, and create a climate that embraces different ways of thinking/ acting.
  • Work with the Consular Team to meet Management Information requirements.
  • Responsible for the management of cash receipts/ till returns.

— Corporate

  • Assist with consular elements of the Embassy’s Crisis Management Plan.
  • Take an active role in wider Embassy work.
  • Excellent interpersonal skills with the ability to tailor approach to effectively communicate with a wide range of people from differing backgrounds.
  • Ability to demonstrate empathy whilst at times delivering difficult messages.
  • Flexible, resilient under pressure, and decisive, with a proven track record of delivering results to a high standard within tight deadlines.
  • Strong time management and prioritisation skills.
  • Willingness to work additional sometimes unsociable hours at short notice
  • Able to travel across the country and occasionally internationally as needed.
  • Excellent English language skills, both written and spoken.
  • Experience of working with vulnerable or traumatised individuals often with complex needs.
  • Experience of living in the UK and working with British/ non-Cambodian nationals.
  • Experience of a similar role in another Embassy, NGO, or international organization would be an advantage.
  • Previous experience of staff management.
  • Khmer language skills would be beneficial, but not be essential to the role.
