Promoting a low carbon, high growth and sustainable global economy is a key policy goal for the British Government. The UK is ambitious and influential as a climate leader and is strongly committed to the Paris Agreement on Climate Change to limit man-made climate change. The Foreign and Commonwealth Office (FCO) has a regional network of climate and energy attachés in Southeast Asia whose role is to promote sustainable climate change action and encourage low carbon transition in the region.


This exciting and challenging role as the UK’s Climate and Energy Attaché in the British High Commission in Singapore will focus on how to encourage and facilitate Singapore’s contribution to climate change mitigation and adaptation and its transition to a low carbon economy, including potential for British business interests. This will be done through advocacy, policy work, and commercial engagement, and includes events to highlight and promote these goals.

The role will include work on other global issues relating to climate, energy, and the environment in line with HMG priorities, such as work on combating illegal wildlife trade. Finally, the role is likely to include climate and energy policy support surrounding the UK government’s plans to roll out two Prosperity Fund multi-year aid programmes on Low Carbon Energy and Future Cities to promote economic reform in the developing countries surrounding Singapore.

The successful candidate will report to the Head of the Climate and Energy Network based at the British High Commission in Singapore and work closely also with colleagues in the Trade, Communications, and Economic sections, as well as with network colleagues based in other British Missions in the region, officials in the FCO, and other relevant Departments in London.


The successful candidate will be expected to start by mid-November 2017.



Roles and responsibilities:

The successful candidate will work with the Head of FCO’s Southeast Asia Climate Change & Energy Network and key personnel at the British High Commission in Singapore to:

  • Provide accurate, timely, and concise reporting on climate change and energy policy and developments in Singapore, in particular the Singapore government's progress on meeting its Paris commitments and national determined contribution (NDC) and Singapore’s role in the region;
  • Represent and communicate the UK’s climate and energy policies to Singapore, engaging with a wide network of Singaporean interlocutors in the public, business, and NGO sectors;
  • Create and manage public diplomacy interventions and events on climate change, energy, and low carbon development, working closely with the High Commission’s Communications and Prosperity teams (including the Department for International Trade [DIT]) as well as external partners and stakeholders;
  • Mainstream climate change and energy within the UK’s prosperity agenda, working closely with the High Commission’s Trade & Investment and Science & Innovation teams, and seeking low carbon commercial opportunities for the UK;
  • Support climate change and energy related visits, both to Singapore and the UK;
  • Undertake specific activities and lobbying regarding international sustainability-related initiatives (such as ICAO emissions reduction work and on the Illegal Wildlife Trade); and
  • Provide policy support with network colleagues for two proposed Prosperity Fund programmes on Low Carbon Energy and Future Cities. 

The candidate will need to be flexible to changes in his/ her role as the Climate Change and Energy agenda and the Prosperity Fund evolve.

  • Proven experience in policy analysis, with the ability to carry out research and summarise findings in a concise and professional format;
  • Experience of working on climate change and/ or  energy issues;
  • Experience of working with and through networks of representatives from government, the private sector, media and international institutions;
  • Strong interpersonal, representational, and communication skills, with the ability to present convincing arguments in a public setting;
  • Ability to work independently and as part of a team, under pressure and to meet tight deadlines;
  • Excellent command of written and spoken English;
  • Good IT skills, proficient in MS Office applications.
  • Events management experience to deliver relevant climate and energy events at the High Commission or with other partners.
  • Basic project management experience.

  • Normal working hours are 37.5 per week: 8:30 am to 5:00 pm from Monday to Friday. Occasional working from home and flexible hours around the core 10:00 am to 4:00 pm hours is possible as agreed with line manager.
