The British Embassy Beirut has a vacancy for the position of Counter-Terrorism Programme Fund (CTPF) Programme Support Officer, Grade – A2 (L).

Main purpose of job:

The Counter Terrorism (CT) team is recruiting a Counter-Terrorism Programme Fund (CTPF) Programme Support Officer. Reporting to the BE Beirut’s CT Programme Manager, the jobholder will be part of a busy team working to deliver our programming in the security sphere, a key priority area for the UK. You will gain fascinating insight into how the UK delivers its objectives through programming. Through reporting and financial accounting, you will play a vital role in ensuring that programmes worth just under £1 million are delivered on time and to budget, and will provide the necessary day-to-day support to ensure that the team meets its wider CT objectives. You will work with a broad range of project partners, both local and international, as well as a wide range of embassy stakeholders.

Roles and Responsibilities:

  • Coordinate with the Programme Manager on all finance related issues to ensure the CT projects are on time and on budget.
  • Assist the Programme Manager on managing relations with implementing partners including in providing timely project and financial reporting and documentation.
  • Assist the team with preparing visit programmes, booking meetings, and arranging visits logistics for project partners and HMG visitors.
  • Provide day-to-day administrative support, this includes but is not limited to arranging both internal and external meetings, taking minutes and tracking the actions of meetings and programme tasks as determined by Programme Manager.
  • Deputize for the Programme Manager as and when required.

  • CTPF budget of approx. £1m

Essential:

  • Fluent communication skills in English and Arabic (both spoken and written).
  • Minimum 2 years of experience in a similar job e.g. financial management.
  • Excellent team working skills.
  • Fully conversant with Microsoft Office (word, excel, outlook and the internet).

Desirable:

  • BA in Business Administration, Finance or any related field.
  • Experience of using relevant Foreign Office IT tools – e.g. PRISM, Hyperion.
  • Familiar with programmme and project cycle.

Working Hours and Remuneration:

Conditioned working hours are 40 hours gross per week. The Embassy is committed to ensuring that you are able to maintain a suitable work-life balance. Leave entitlement is 20 days (pro rated) plus 14 public holidays.

Flexible working arrangements are authorised based on agreement with the Line Manager. These options may not be possible at certain periods of time. On some occasions, the successful candidate will be required to work evenings, at weekends, outside and additional to your conditioned hours. He/She will be given time off in lieu (TOIL)/Overtime provided the extra work hours have been agreed by the delegated authority.

The embassy offers an attractive working environment and remuneration package of $ 1958 monthly for this role. However, for third country nationals and UKB staff spouse/partners employed by the Embassy, you are not liable to pay Lebanese income tax, your salary will be abated by an amount equivalent to the Lebanese tax that would otherwise be payable (if appropriate). This is called salary abatement.

This is a Full Time, Fixed Term position for seven (7) months with a desired start date of early-September 2021 and ending on 31st March 2022. The successful candidate will be subject to a 90 days probationary period.

To help with this approach, the FCDO endorses a mixture of formal and informal development.
