Main purpose of job:

The British Embassy Washington is looking for a dynamic and capable Programme Manager to oversee a portfolio of projects across the US in support of UK prosperity objectives related to policy, trade, investment and knowledge exchange with the US.

As Programme Manager you will lead on programme delivery and compliance, finance, risk management and building staff capability to ensure delivery of the FCDO Prosperity Fund is delivered on time, on budget, and achieves the desired impact. The post holder will work with the Team Leader and Senior Responsible Owners to ensure the programme is delivered in line with FCDO best practice, and take leadership on specific programme issues including procurement of external vendors, and programme evaluation. The programme manager will coordinate with colleagues in FCDO’s procurement teams, and others across the US network to ensure that the programme portfolio follows best practice. Examples of projects you could be responsible for overseeing include helping to deliver on COP26 (the international climate conference the UK is hosting in November 2021), offshore wind, electric vehicles, financial services, and artificial intelligence.

The small team responsible for managing the US Prosperity Programme is part of the Global Issues team, one of the most varied and fast-paced departments in the Embassy. This role will work across the broad range of teams in the US including those responsible for the UK Government’s work on economic, financial and social policy, trade and business issues, energy and environmental security, transport, science, innovation and research. This role offers an exciting and challenging opportunity to oversee multiple projects with a diverse range of internal and external stakeholders in the US and in the UK. The Programme Manager will work closely with other teams at the Embassy, including Trade and Economics, the Department for International Trade (DIT), the Science and Innovation Network (SIN), and British Defence Staff, as well as colleagues at Consulates across the US.

This is a full time position and the role has a fixed term ending 31 March 2022 in line with the current funding of the US Prosperity Programme.

Roles and responsibilities / what will the jobholder be expected to achieve:

  • Initiate, plan, execute, control, monitor and evaluate projects based on the objectives of the US Prosperity Programme Fund.
  • Subject to the needs of a project, provide hands-on delivery support to the internal project team and any external implementation partners.
  • Work closely with policy and trade/investment teams in the UK and across the US to ensure projects deliver results and outcomes on time and on budget, and ensure projects meet the UK’s overall prosperity objectives.
  • Develop and maintain relationships with key internal UK and US stakeholders to enable you to add value to projects.
  • Manage project execution in compliance with FCDO governance for programme management, finance and procurement as well as internal and external audit requirements.
  • Contribute to the development of new project proposals.
  • Lead on measurement, analysis and reporting of impact that the programme is having on relevant prosperity objectives.
  • Demonstrate excellence in programme management, contributing best practice to: mitigation strategies for risks; stakeholder management; control, monitoring and evaluation mechanisms; financial and procurement processes; impact reporting.

  • Experience managing multiple projects and/or complex programmes
  • A minimum of a Bachelor's degree
  • Demonstrated experience of managing a full project lifecycle: initiating, planning, executing, monitoring, controlling, and evaluation
  • Ability to build strong and effective working relationships with a broad range of colleagues
  • Proven self-starter with the ability to drive the delivery of measurable outcomes/results and overcome obstacles when working with and through others
  • Attention to detail, sound judgment, problem-solving abilities, exceptional service delivery, collaboration, stakeholder management, and clear communication (both written and oral skills). Ability to represent your organisation professionally at a senior-level and build effective networks outside of your organisation
  • Professional project or programme management certification from a recognised institution
  • Management of large budgets, financial forecasting and reporting
  • Experience of managing procurement processes and/or supplier contracts
  • Experience of international trade, investment and/or policy work
  • Event management experience

Learning and development opportunities:

Financial Management and Procurement training course to be undertaken on arrival.

Making time for personal learning and development is core to the UK Government’s values and there are plenty of opportunities to undertake training courses or on the job learning.

Working patterns:

40 hours per week (standard hours: Monday – Friday, 9:00am – 5:30pm - 8 hours per day, 30 min break for lunch)

This role is full time but there is the opportunity to have a flexible work pattern.

During normal operations, on occasion the job holder will be required to: support events outside of normal working hours; travel over a weekend to support a project activity; be away from home a night/number of nights to support a project activity. Current COVID operations encourage working from home with office use available but based on operational need.
