Main purpose of job:

This is a dynamic role for an exceptional individual to join the Department for International Trade (DIT), British Consulate General (BCG) Hong Kong, as an Associate Director, Infrastructure. To lead on the infrastructure sectors of transport and energy in delivering its’ objectives and targets as part of the wider DIT Hong Kong Business Plan and UK Government strategy to deliver economic prosperity to the UK and Hong Kong.

The infrastructure team consists of three team members and this role will be supported by a trade adviser in delivering results that the role will manage. Reporting to the Director of Trade & Investment, the person in this role will support medium-sized and large businesses to secure exports from the UK as well as building a pipeline of attracting Hong Kong companies to expand their businesses and investments into the UK.

The core focus of the job is to drive the promotion of the UK as the ideal country partner for commercial collaboration with Hong Kong, continue to lobby on any market access issues and support UK companies capture major opportunities existing in the wider transport and energy sectors. As the Hong Kong Government continues to invest to secure Hong Kong’s future, including the Hong Kong International Airport Expansion and Climate Action Plan, a showcase for what UK companies can deliver in terms of design, professional services, new technology and equipment, the role will look to identify opportunities for UK and Hong Kong collaboration. Working in the wider aviation sector is a key area of work, particularly supporting UK carriers in passenger and cargo services to Hong Kong. Export opportunities in the marine and logistics sectors are areas for development, particularly during the pandemic with supply chains and routes crucial to exporting goods. Clean Growth and Sustainability are core aspects of UK Government trade and investment policy with the UK offering expertise in both consulting on clean energy transition as well as the advanced manufacturing of key technologies.

The development of the Greater Bay Area (GBA) presents opportunities to work with our colleagues on the mainland and in particular the other infrastructure teams. Such collaborative and cross-team working, including colleagues throughout the UK, is a crucial aspect to the success of the role.

The role will offer discretion to develop sector strategies with sound analytical skills and support senior management decisions by providing sector specialist advice, as well as building capacity and expertise throughout the trade team through collaborative working and strong interpersonal skills to negotiate changes and securing agreements with a wide range of stakeholders both internally and externally.

 

Main Responsibilities

Lead and deliver strategic trade and investment plans (60%)

  • Lead strategically in developing the Infrastructure sector business plans within the DIT Hong Kong and wider Regional Trade Plan.
  • Oversee and be accountable for the targets and performance of the Infrastructure team, including Export Wins, Overseas Direct Investment Wins, Foreign Direct Investment Projects and Capital Investment.
  • To lead on and oversee the team’s marketing and communications events and activities, including social media.
  • As the subject matter expert, gather intelligence and establish a high level of technical expertise and knowledge in the Transport, Energy and wider Infrastructure sectors Conduct in-depth data analysis of complex policy and operational issues impacting the area of work. Propose changes through the provision of briefings, presentations and reports to support senior management’s decision making. Share insights on market trends with the Marketing and Communications teams to steer their campaign development and drive greater results.
  • Identify, pursue and promote opportunities in relevant sub-sectors, undertake proactive business development work, provide strategic guidance and advice on maximising the return of opportunities.

Relationship management (20%)

  • Play an important role in identifying, building relationships and account managing senior management of key organisations in relevant sectors that include but are not limited to intermediaries, trade associations and government departments as part of an overall business development strategy.
  • Manage partnership and sponsorship with key organisations in the sector.
  • Maintain a close working relationship with sector teams in China region and DIT in the UK, HQ and regionally.
  • Lead on any other representational duties for both DIT and the British Consulate as appropriate to the sector, including briefing senior managers and VIPs

Resources management (10%)

  • Management of any delegated team budget and ensure compliance with relevant guidance.
  • Contribute to the income generation strategies by securing sponsorship for events and activities.
  • Motivate and manage the team’s trade adviser in supporting delivery against the agreed business plan and targets.

Organisational support (10%)

  • As a senior member of DIT, proactively contribute to the wider operations of the British Consulate General, engaging with and leading on cross-departmental committees including diversity and inclusion, wellbeing and social. Identify and promote opportunities for cross-departmental collaboration in relation to work as well as other operational activities. Promote the key values of professionalism, inclusivity, collaboration and kindness.

The Sector

The Transport and Infrastructure sector focuses on the construction, aviation, transport, automotive, marine and logistics sectors. All of these will feed into the cross-cutting priorities of Clean Growth and wider COP26 outcomes; the Levelling Up Agenda or equitable spread of trade and investment throughout the UK; Ready to Drive, identifying and supporting new exports from the UK to Hong Kong.

  • Fluent in spoken and written English
  • Undergraduate degree in business, international trade or other relevant areas and minimum 6 years working experience in business development, sales or marketing,

    Minimum 8 years working experiences in business development, sales or marketing
  • Excellent understanding of international trade and investment in particular to the sectors mentioned
  • Proven record in campaign development, business development and sales and marketing
  • Excellent interpersonal and networking skills with strong stakeholder engagement experience
  • Strong organisational, budget management, project management and leadership skills
  • Good IT skills and familiarity with MS Office applications
  • An adaptable self-starter with enthusiasm and energy to work alone as well as in a team
  • Sound analytical skills and ability to conduct data and fact-driven research                                                     
  • Fluency in Cantonese and/or Mandarin, both spoken and written
  • Previous experience of managing a team
  • Previous experience of working across teams and stakeholders based across multiple locations
  • Previous experience of working within both government and private sector
