The British Embassy in Spain is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a Climate Change Policy Officer.

The main purpose of the job is to coordinate British Embassy Spain and wider Spanish network to combat climate change, including diplomatic action to support delivery of the 26th Conference of the Parties to the UN Framework Convention on Climate Change (COP26) in December 2020.

Roles and responsibilities:

 

  • To coordinate implementation of the Embassy’s COP26 strategy for Spain, working across the Embasy and Spanish network. This will include ensuring delivery of the UK´s objectives for COP26 and beyond. The job-holder will be responsible for ensuring that Spain supports UK objectives on decarbonisation, and effective resilience & adaptation including clean growth, energy transition, transport and industrial decarbonisation, nature-based solutions and green finance.
  • To coordinate with Whitehall colleagues on engagement with the Spanish government and key regions and cities, advising on local sensitivities and Spanish priorities; including briefing for ministers and senior officials.
  • To liaise with key officials in the Spanish government and the PM´s office on policy and operational elements of delivering COP26. This will include advising and supporting engagement between senior officials (including the Ambassador) and Ministers.
  • To plan and implement engagement with non-Government actors. This will include building relationships with business representatives and civil society.
  • To manage Ministerial and official visits from the UK related to COP26 and climate events.This could include planning and advising on visit agendas, coordinating with media colleagues, and supporting in events as required.
  • To contribute to the Embassy´s broader work around climate change e.g in greening the working environment.
  • To hold a corporate responsibility objective.
  • Bachelor’s Degree in a relevant field, for instance, Public Policy, Public Administration, International Relations, Climate and Environment Science, etc.
  • A minimum of 3+ years of experience working for an organisation in a relevant field, for example, working for/with national or regional government, international organizations or agencies, preferably in climate change.
  • Strong understanding of international climate change policy, with relevant experience including from university or previous professional work experience.
  • Excellent communication and interpersonal skills.
  • Experience of managing diverse and senior level relationships.
  • Fluency written and spoken English and Spanish.
  • Knowledge of financial / budget management principles or previous financial management experience.
  • Knowledge or experience of project management and relevant skills.
  • Master’s Degree in a relevant field.

This is a full-time term contract of two years. Normal working hours are 37.5 per week. 

The successful candidate is subject to a confirmation of a background check, security clearance and the successful completion of a probationary period.

The successful candidate will be enrolled in the Spanish Social Security Scheme and will therefore not be entitled to any gratuity from the Embassy based on gross annual salary.

The Embassy is a Diplomatic Mission with tax exempt status and does not collect taxes for other States. Employees are fully responsible for payment of income tax at the legally required rate. Staff recruited locally by the British Embassy in Spain are subject to terms and conditions of service according to local Spanish employment law.

Visa / Passport requirements: Candidates must currently hold the independent right to live and work in Spain and be prepared to ensure that right remains throughout the scope of the contract. Additional requirements may become necessary after 31st December 2020.
