Main Purpose of Job:

This is an excellent opportunity for someone to deepen or develop finance and procurement expertise whilst making a key operational contribution to a prestigious diplomatic mission.

The role involves leading delivery of the finance and procurement portfolios at the British Consulate-General (BCG) in Hong Kong, plus having some oversight of estates matters.

There are two Corporate Services Managers (CSMs) in the BCG. Each CSM is assigned lead portfolios plus provide resilience support to, and leave cover for, one another. The other CSM leads on the delivery of HR services to staff and manages protocol matters.

The job holders work together to co-manage day-to-day delivery of corporate operations; leading and developing a small but dedicated team providing help and support to staff in the BCG on corporate issues. The core values of the corporate team are fairness, transparency, consistency and value for money. The CSMs are responsible for ensuring the team provide a high quality, timely service in line with these values.

The CSMs report to, and have the opportunity to deputise for, the Head of Corporate Services (HCS). They also advise senior management at the BCG on delivering corporate policies.  

The ideal candidate will have relevant finance and budget management experience and strong interpersonal skills:

  • Adaptable - willing / able to flex to meet changing operational requirements and take on ad hoc project work.

What will the Jobholder be Expected to Achieve:

Delivery (80%)

  • Lead delivery of finance and procurement portfolios in the BCG, working in partnership with a specialist, regional Corporate Services Hub (based in Manila).
  • This includes: 
    (i) budget profiling and forecasting on a monthly basis.
    (ii) providing guidance and support to staff, and ensuring compliance on, procurement policies.
    (iii) preparing and submitting reports / returns to senior management, the Hub in Manila, and to our Headquarters in the UK.
  • Lead on contract management in the BCG.  Inclusive of managing all high value contracts and providing guidance and support to staff on managing lower value contracts.

Policy (10%)

  • Provide advice to Head of Corporate Services and senior management to inform direction of, and decision making on, corporate policies.

Planning (10%)

  • Proactively respond to changing operational requirements, helping flex team prioritisation.
  • Help instil a continuous improvement mentality within the corporate services team, implement corporate projects and the change management required to deliver them.

Resources Managed (staff and expenditure):

  • Staff - Line management of 1 x Corporate Services Officer (Payroll and Accounts)
  • Expenditure –Budget management: c. £1.2million
  • Relevant experience in, or an depth understanding of, finance and procurement.
  • Strong people and customer service skills.
  • Staff management experience – or can demonstrate the potential to be a competent / confident line manager.
  • Problem solving and judgement skills.

Language Requirements:

  • English (Fluent spoken and written)
  • A relevant qualification in finance and / or procurement.
  • Experience working for an international organisation.
  • Change management experience.
