The British Embassy in The Hague, part of a worldwide network of 230 Diplomatic Posts, representing British Political, Economic and Consular interests overseas is now looking for a UK Liaison Bureau at Europol (LBUK) Administration/Intelligence Officer

Main purpose of job:

The National Crime Agenct (NCA) led LBUK is the equivalent of a medium sized FCO overseas establishment and includes 20 ‘’UK based’’ International Liaison Officers (ILOs) from a range of UK law enforcement bodies and 2 locally employed staff all based at Europol in The Hague, the Netherlands. The LBUK is tasked with representing UK law enforcement at Europol in order to maintain the required liaison with Europol, the 27 EU resident Member States and Operational Partners who maintain a Liaison Bureau presence at Europol. LBUK ILOs cover the full range of serious and organised crime (SOC) and counter-terrorist (CT) threats to the UK. They provide subject matter expertise and advice in specific portfolio areas. Their work prioritises the handling, dissemination, analysis and evaluation of intelligence in these threat areas, and provides skilled co-ordination of operational planning, designed to generate an effective operational response to SOC and CT threats to public safety in the UK. The range and complexity of the LBUK role and that of its ILOs requires skilled, versatile and experienced locally employed support staff.

 

Roles and responsibilities:

The LBUK Administration Officer will be based at the UK Liaison Bureau at Europol HQ in The Hague. He/she will work principally under the direction and Line Management of The Deputy Head of the LBUK but with limited supervision after initial induction and a period of probationary service. He/she will perform the following core functions:

Community Liaison Work: 10%-

The successful incumbent will provide policy advice on the full range of policies affecting ILOs at LBUK. This will require the maintenance and periodical updating of the LBUK ILO Manual and regular liaison with NCA International in UK.

Assist incoming ILOs with arrangements to identify suitable accommodation. In partnership with other locally employed staff, assist ILOs with setting up and management of utilities and other necessary domestic requirements, with local providers (eg household insurance, vehicle insurance, TV, phone, etc).

 

Co-ordination Responsibilities: 20%-

Maintain and co-ordinate the updating of all LBUK risk registers and other formal documentation such as the LBUK business continuity plan (BCP). He/she will work closely with all ILOs to ensure content is accurate and up to date.

Co-ordinate all LBUK centralised meetings, compile performance data, record decisions and maintain the LBUK calendar.

Conduct regular (minimum quarterly) checks and audits of all LBUK IT equipment and act as the LBUK point of contact with NCA IT in UK whenever IT coverage is compromised. He/she will co-ordinate required visits by NCA IT staff to effect regular maintenance and/or repairs.

Support Tasks: 70%-

Provide direct support in the first instance to The LBUK Head of Desk. This support may range from policy advice to administrative support such as travel bookings.

Provide direct support to all other ILOs, as directed by the Deputy Head of Bureau. This support will be principally in the intelligence research, handling and analysis functions and is likely to involve the use and exploitation of available intelligence databases and monitoring of SIENA to primary intel messaging system and Europol.

Essential on arrival:      

Experience of intelligence databases and systems with experience of intelligence research, handling, analysis and recording.  

Experience of liaison work with partners outside own organisation, including (preferably), non UK partners and stakeholders.

Experience of co-ordinating team meetings, recording of decisions and other administrative support functions such as conference, event and travel bookings.

Other Requirements- Essential:

Able to achieve UK SC clearance.

Fluent English speaker.

Legal entitlement to permanent residency and employment in The Netherlands.

The successful candidate will initially be offered a one year employment contract at A2 level. The base salary for this position is € 3,096.23 gross per month, based on a working week of 36 hours. In addition, an 8% annual holiday bonus and a monthly travel allowance are payable. The Embassy currently applies a performance based bonus pay model for local staff.

Applicants must be legally entitled to work in The Netherlands.

The successful candidate will undergo a professional background check; Any job offer is also provisional to a successful security clearance check. Preferred start date as soon as possible and subject to security clearance which can take time.
