Main purpose of job:

On 25 November 2015, the UK Chancellor announced a new cross-Whitehall Prosperity Fund with the primary aim of supporting growth in partner countries.  This came into effect on 1 April 2016. South Africa has been identified as a priority partner country for the Fund, and the Prime Minister announced up to around £50m of such programmes for South Africa during her visit in August 2018.

The SACU + Mozambique Trade Facilitation Programme is a (up to) £20m sub-programme of the largest and flagship Prosperity Fund programme – the Global Trade Programme (GTP). It will support the reduction of non-tariff barriers across the Southern African Customs Union (SACU) + Mozambique, which is the customs union with which the UK and EU trade with South Africa – a top priority Prosperity Fund country.

This role will take on responsibility to successfully procure, incept, and deliver the programme following a year of design and programme approval within FCO Governance. It will be our largest Prosperity Fund programme in South Africa and the first in the flagship Global Trade Programme, which is being watched closely by Ministers as an example of how the FCO can develop trade programmes differently post-Brexit, and innovate beyond the traditional DFID model of trade facilitation programmes. The programme also supports the politically sensitive EPA transition talks with SACU+Mozambique countries. All of this means that careful judgement and sensitivity to political realities are important, as is the need to look past these towards the longer term needs for development in the region.

It will be a challenging role with potential opportunities for regional travel and responsibility for a small team, most of which are remotely managed in key partner countries within SACU+M (Mozambique, Namibia, and Botswana).

Roles and responsibilities:

The Trade Programme Manager – Southern Africa, will be responsible for oversight and delivery of the (up to) £20m SACU + Mozambique Trade Programme, including:


Finalising approvals and governance


  • Conclude and take account of any feedback from the FCO Governance process at Investment Committee
  • Establish formal governance within the programme, including with host countries and Posts
  • Recruit C4 in Mozambique to advise the programme for that country

 Begin the delivery phase


  • Work closely with GTP team in London to finalise the process of procuring delivery of components of the programme where this is necessary
  • Complete non-commercial agreements for those components of the programme such as working with Chambers and business associations
  • Engage the Global Service Manager of the GTP to transfer delivery and management functions to them as appropriate
  • Start inception phase and monitoring arrangements

Stakeholder management


  • Identify and complete the mapping of key stakeholders across SACU+ Mozambique, including in Government and private sector
  • Establish champion roles as required in the programme
  • Maintain effective communication plans with these stakeholders and with London

 Resources management


  • Develop accurate profiles of the (initially) £8m to £20m programme spend, working with the GTP team in London, the Global Service Manager, and implementing partners
  • Agree reporting mechanisms
  • Implement these working through the team

Direct line management of 1 x B3L in South Africa


CSM responsibility for 2 – 3 C4L Programme Advisers based in Gaborone, Windhoek and Maputo who are line managed by Posts but whose primary functions are to advise this programme




  • Experience of developing and managing large programmes
