The British Embassy in Madrid is part of a world-wide network, representing British political, economic and consular interests overseas and is now recruiting for a Public Policy Attaché.

Main Purpose of Job

  • Lead bilateral engagement with Spain across the energy and industrial sector portfolios to secure Spanish support for UK objectives for our Future Economic Partnership once we are no longer members of the EU.

  • Lead on engagement with London to promote the UK´s industrial strategy priorities in Spain. This will involve close liaison with Prosperity and DIT colleagues.

  • Lead on engagement with the Spanish authorities on issues related to the single market, including state aids and competition policy.

  • Lead on trade policy issues to secure support for UK positions in the WTO and other international fora.

  • Act as co-ordinator for the Economic and Public Policy team bilateral engagement work with Spain.

  • Identify and take action to redress any barriers to market access for UK companies in the wake of our exit from the EU.

Main Duties and Responsibilities

The jobholder is expected to:

  • Play a key role in delivering the Embassy’s Brexit objectives, leading on contact with the Spanish authorities in the negotiations to agree a new economic partnership across a broad sector portfolio.

  • Be part of the high performing Economics and Public Policy team and will be expected to develop close and extensive working relationships with key stakeholders in the public and private sectors, both in Spain and the UK. The job will involve regular contact with Spain´s 17 regional governments who hold many of the responsibilities for industrial policy and delivery of the EU´s single market agenda.

  • Lead in identifying and taking action to redress any market access barriers to UK firms.

  • Be in regular contact with the Spanish authorities and private sector and therefore will be well placed to help Prosperity and DIT colleagues identify future business opportunities for UK companies.

  • Excellent English and Spanish language communication skills, both orally and written

  • A sound knowledge of the workings of the EU
  • Familiarity with Brexit negotiations
  • Honed communications skills and the ability to confidently present to senior figures in both the public and the private sector
  • An ability to work under pressure and to tight deadlines given the complex and constantly evolving nature of the work

  • A knowledge of the structure and strengths of the UK economy as well as an understanding of government policy towards fast-growing sectors of the future, focused on the four pillars of the Industrial Strategy
  • A knowledge of the way that UK businesses work with HMG
  • A background in international trade policy

This is a full-time permanent term position of 5 working days (37.5 hours per week).

The successful candidate will be subject to a confirmation of a background check and security clearance.

The successful candidate will be enrolled in the Spanish Social Security Scheme and will therefore not be entitled to any gratuity from the Embassy / Consulate based on gross annual salary.

The British Embassy is a Diplomatic Mission with tax exempt status and does not collect taxes for other States. Employees are fully responsible for payment of Spanish income tax at the legally required rate. Staff recruited locally by the British Embassy in Spain are subject to terms and conditions of service according to local Spanish employment law.

Visa / passport requirements: must currently hold the independent right to live and work in Bulgaria and be prepared to ensure that right remains throughout the scope of the contract.
