Main purpose of job

To provide support to the design and then execution of the CSSF Combatting Illicit Economies Programme as it is delivered in Peru.  The Programme is a regional one delivered across Colombia, Panama and Peru.  This role will manage project delivery as regards Peru, helping establish and deliver a comprehensive programme of support to the Peruvian Government ensuring a particular focus on facilitating a holistic approach to tackling illicit economies and the corruption that feeds them.  The role-holder will also need to ensure that activity in Peru is complementary to other HMG initiatives in the British Embassy Peru, as well as to broader regional CSSF programming and, therefore, will need to work with colleagues across different embassy departments – and the wider region – to ensure a coordinated approach that maximises impact.  This is initially a one-year contract but with the possibility of renewal subject to performance and funding.

Roles and responsibilities

Serious Organised Crime (SOC) is a widespread destructive force in Peru, a brake on economic growth and, in many cases, a direct threat to UK interests.  The revenues generated by the drug trade, illegal gold & timber mining and a myriad of smaller criminal economies corrupt the very highest echelons of the state, drive many provincial economies and feed a booming money laundering market. Underpinning and facilitating these illicit economies is corruption.  Transparency International scores Peru a lowly 37 out of 100 points on its corruption scale, putting it far closer to highly corrupt than clean.  This role will put you at the heart of the UK government’s efforts to tackle these issues.  We are looking for a well-organised, strategic thinker who can collaborate with a range of partners both in the UK and in Peruvian systems to design an effective response.

The Conflict, Security and Stability Fund (CSSF) is a high value fully cross-government portfolio which attracts substantial political interest.  It has been operating in Peru since 2015, with close links to activity in Colombia.  The two posts share resources and expertise under a regional strategy.  From 2020, the Programme will also include activity in Panama.  Peru-specific activity to date has supported the police and judiciary on a number of topics including tackling the illegal narcotics trade.  Your role will be to assist in broadening the base of the programme, designing a strategy that targets illicit financial flows and illegal economies and establishing mechanisms for delivery.  You will draw on the expertise of existing Lima-based project staff and form part of a broader regional team undertaking similar work in Colombia and Panama.

Experience in programme design and contract management will be essential: you will develop plans, timelines and budgets, and be responsible for identifying delivery partners – e.g. international organisations, UK experts or private contractors who can help deliver the work you will have set out.  Your plan must be cognisant of work done to date and that, which is ongoing.  You will need to develop close working relationships with domestic security and justice agencies in order to scope their needs and requirements and existing project staff will help you do this.  The UK is seen as a key ally in Peru’s fight against corruption, so you can expect to be pushing at an open door. 

As part of your role, you will serve as a gender champion, ensuring Gender Equality Act compliance and that our work through the CSSF supports our wider ambitions and priorities on women’s economic opportunities, inclusive growth and poverty reduction.

Whilst your focus will be on Peru, you will work to a regional manager based in Bogota and with colleagues in Colombia, Panama and, potentially, Venezuela towards regional coherence and alignment where that makes most sense.  You will receive daily management support from your Embassy colleagues here in Lima.

Resources managed (staff and expenditure)

In year one, there will be no resources to directly manage.  This will change if the contract is renewed into the delivery phase.

Essential on arrival

Experience in programme design and contract management.


Desirable

Understanding of local security and justice climate; anti-corruption and illicit finances experience.  Awareness or ability to quickly gain awareness of, how other countries have tackled corruption.
