The British Embassy in Tashkent is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a Corporate Services Manager C4(L) as a sick leave cover for an initial period of 6 months, based in Tashkent. 

The job holder will be responsible for overall delivery of corporate services to the rapidly expanding Embassy. They will provide structure and direction to the expanding Corporate service team, ensuring that the Corporate Services team deliver effective management, finance, procurement, human resources, estate services and general administration to a high standard to the whole Embassy.

The job holder will spend much of their time analysing and understanding new legislation as the reforms in the country gather pace leading to legislative changes, providing strategic policy advice to senior staff on a range of corporate issues e.g. on financial management, HR policy issues (including pay and TACOS), tax policy and procurement, as well as other legislation impacting on both LE and UK staff. The job holder will also need to work closely with the regional hubs updating them on the changes to recruitment policy/employment law, financial planning and procurement policy.


Main Duties and Responsibilities

Finance – Line managing the Finance Officer, overall responsibility for Post budget including preparing and bidding for the full year budget. Briefing the Joint Management Board on monthly forecasts; Providing strategic advice to senior staff particularly as monetary policy in the country evolves to allow new forms of payment and procurement e.g. GPC cards, hard currency bank transfers. Ensuring that the embassy has a robust, transparent and compliant payment system, reducing cash payments where possible. Analysis of monthly actuals, preparation of full year funding plan, managing the year end process and overseeing the purchasing hierarchy. Work with the Regional Finance Hub and Global Transaction Processing Centre. Provide Corporate Service input into the objectives of the country Business Plan.

HR – oversee and advise on HR functions including compliance with local employment law and implementation of FCO guidelines and procedures, performance management. Provide policy advice and ensure compliance with 1HMG platform, covering multiple X-Whitehall partners - DIT, DFID, NCA and MOD. Work closely with the HR Hub on recruitment & selection, advisory and payroll issues. Provide advice on pay review/awards liaising with HR Hub and EECAD corporate board. Advise Senior management on disciplinary and conduct policy.

Estates - Line Management of the Estates Officer to ensure a well-maintained, well- equipped, and safe environment living and working environment for all staff. Oversee estate policy for an expanding embassy, including a growing number of UKB 1HMG staff. This is includes the compound, residence and staff accommodation for a further 8 x UK based staff and their families. Ensure compliance with H &S regulations and the implementation of TWO/TWS recommendations, providing guidance and advice to senior staff on housing policy as well as to the Joint Management board. Liaising with OSA/ROSM to ensure installation of physical security infrastructure on the estate. Lead on negotiation of new leases

Other - Heading up the Corporate Service section, line managing and developing staff, providing guidance and support on all facets of Corporate service work. Represent Embassy at regular Head of Administration meetings with other Embassies/international organisations in Tashkent, sharing best practice and co-ordinating on key policy issues including engagement with the DDS (MFA) on corporate matters. Authorising post report updates, cost of living allowance returns. Brief new arrivals on Corporate services, seeking feedback and maintaining/improving service standards for all customers.


  • Experience working for an international organisation, government, diplomatic or commercial
  • Strong management experience, strong experience in managing a diverse team and operating at senior management levels
  • proficient language skills in both English and Russian (written and spoken)
  • A problem solver, able to multi-task and work at pace using effective prioritisation
  • Basic budgeting/Financial skills
  • Strong influencing skills
  • Resilient and able to deal with and resolve conflict
  • Financial background or experience working in accounting/finance field
