Main purpose of job: 

The Regional Human Resources Hub based out of New Delhi, covers 20 Posts in Afghanistan, Bangladesh, India, Maldives, Nepal, Pakistan and Sri Lanka.  We work with Posts' Corporate Services Teams and Senior Leaders to ensure HR best practices, to support operationally and to advise strategically.

The role of the HR Hub is to provide key HR Services including (recruitment, job evaluation, pay and reward, talent and performance management and HR enquiries) to customers across the region. The HR Hub provides a strategic and professional HR capability to support Regional Senior Leaders in delivery of business objectives. The HR hub forms an integral part of the global HR offer to staff working in the overseas network for the UK Foreign Commonwealth and Development Office, and will lead on all specific HR issues in collaboration with the London based HR DGs. 

This is a HR Generalist role that provides HR advisory services by exercising sensible judgement and discretion in the interpretation and application of HR procedures and policies to ensure that HR processes are globally consistent but locally appropriate. The role reports to the Deputy Head of HR, working closely with their London based HR Policy leads to develop and manage HR policies and processes, which requires leading and managing high-level engagement with senior stakeholders and partners at the posts.

Roles and responsibilities / what will the jobholder be expected to achieve:

 HR Service Delivery and Management of HR direct ( Query management system) - 40%

·       Engagement with a wide network of internal and external contacts to understand and keep up to date with workforce regulations and HR compliance in policies and issues across the region as may be required and appropriate.

·       Liaise with HR Direct UK, Local Staff Policy Team and with other HR hubs on HR projects and issues pertaining to Local Staff HR policies; actively contributing and providing input in discussions relating to review of policies, processes, local legal compliance in collaboration with Local Staff Policy team.

·       To manage an effective performance management cycle in the region. This includes leading and managing all communications on Local staff appraisal processes like objective setting, mid-year review and end of year evaluation.

·       Management of probation confirmations covering prompting managers for probation confirmations, issue of confirmation letters and share the relevant input with the pay and benefits team.

·       Management of Exit process including HR acceptance of resignation, end of term notification for staff whose contracts are ending.

·       Ensure application of Global People Principles in countries we are working with.

·       To manage a high quality service delivered by HR Direct for posts with a constant strive to provide appropriate policy guidance taking into account diverse customer needs and requirements.

·       To ensure that defined service level agreements (SLA) are met by HR Direct and to explore the scope to further enhance its effectiveness. This includes a continuous assessment of enquiries received as deadline critical and to ensure that these addressed as per priority.

·       Handle customers’ complaints and escalations regarding HR Direct enquiries in liaison with Deputy Head of HR or Hub Senior Management team.

·       Take quality control measures like regular quality check of HR Direct responses, provide tailored solution in grey areas, support and guide team in managing complex queries etc.

·       Make all day-to-day operational decisions relating to the Advisory work stream.

·       Drive an improvement culture in the team and be an expert in the policy area.

 HR Strategic Support - 25%

·       Guiding on and handling the Employee Relations issues & cases.

·       Support Posts in updating the Local staff terms and conditions by reviewing the same as per the latest local labour law, FCDO guidelines and Global People Principles.

·       Ensure precise guidance is given to the managers for managing performance issues in their teams.

·       Provide support in situations of organisational restructuring and change.

·       Drive and manage operational HR projects under Hub Senior Management supervision.

·       Deputise during absence of the Deputy Head of HR.

 Team Management - 20%

·       To manage three Regional HR Officers : providing guidance, feedback on performance, identifying developmental needs, and effective delegation of work.

·       Knowledge sharing within the team-  keep the team updated on any policy developments and changes in order to create awareness within the team and effective delivery of policy guidance.

Management of Information - 15%

 ·       To ensure effective management of staff database on Prism, an oracle based software and any upcoming/new software.

·       Effective management of staff off-boarding and contract renewal MIS and share an error free input for payroll processing on a monthly basis.

·       Ensure data capturing from timely exit interviews, followed by its analysis, which includes highlighting red flags.

·       Analysis of staff survey data and support Posts with Action Plans.

·       Provide Performance management related data & analysis to the post management in the region

·       Oversee delivery of effective management information on a range of HR indicators, including identifying new possible indicators

·       Ensure regular improvement of the current management information and different analyses

Ensure updates on the HR Sharepoint – recent activity, performance management communication;

EDUCATION:

 ·       CIPD/ GPHR/ Post Graduation in HRM or equivalent qualified

 EXPERIENCE:

Essential:
·       Minimum 3-5 years of experience in a HR generalist role

·       Articulate, level headed with very good customer service orientation

·       Proficient in IT skills, including expertise in Microsoft suite.

·       Ability to work with minimum supervision

·       Excellent communication skills both written and verbal.

  • Knowledge of regional local employment law (exposure in the countries we work, would be an advantage).
  • Experience on any HR database software.
  • Understanding and experience of a multifunctional or shared service environment.
  • Experience in one or more of specialist fields in Human Resources like Policies, Performance management, employee relations, advisory/consulting role.

For other than BHC candidates, Basic Salary will be INR 67,767 per month together with 12% Provident Fund and 6% Superannuation Fund.
