The British Embassy in Tbilisi is part of a worldwide network, representing British political, economic and consular interests overseas and we are now looking for a CSSF Georgia Cyber Programme Manager.

This is an exciting opportunity to shape and deliver cyber security interventions in Georgia, the region and beyond. You will primarily lead on the Georgia Cyber Programme, as well as working seamlessly with the other CSSF programmes in Georgia and region. 

The c.£5m over 3 years, the Georgia Cyber Programme delivers important UK objectives, as set out in the International Pillar of the UK National Cyber (Security) Strategy (NCS) and the Integrated Review (IR). Under the NCS and IR, Georgia and Ukraine are Tier 1 priority countries, and the Programme will invest at least £1m p.a. to strengthen cyber security and resilience, which in turn will also strengthen and build the UK’s and our allies’ security and resilience. 

This work is part of the Conflict, Stability and Security Fund (CSSF), a unique cross-government fund created in 2015 to ‘prevent conflicts and tackle threats to UK interests that arise from instability overseas.’ Over the last five years, the CSSF has transformed the way the UK responds to conflict and fragility overseas. A catalyst for a more integrated UK government response to instability and conflict, the Fund drives cross-government working. It incentivises government departments and agencies to respond to National Security Council priorities in a collaborative way.
 
The job holder will be responsible for leading the programmes delivery in Georgia, and supporting delivery in Ukraine and the region, and will work across HMG, especially FCDO, NCSC, DCMS, HO/NCA, DIT and MOD. The role therefore also will work closely alongside other policy programmes in Georgia and region. 

As a team member, you will contribute to all aspects of programme and project management: from contracting, to forecasting spending, to communicating with senior officials and potentially ministers. This also means you’ll have opportunities to shape the role according to your existing skills/interests and those you want to develop. You will have full support where you need it, as well as freedom to lead in defined areas. 

Main duties and responsibilities will include:

  • In support of and under the oversight of the Cyber Policy Lead, manage the implementation of the projects, ensuring interventions are evidence-based and well placed to contribute significantly to the programme’s overall objectives. . This will include supporting the design, delivery and monitoring of programme activities through coordinating with the global programme contractors and/or directly with the local implementing partners;
  • Assist with setting up project and programme performance tracking systems to measure  performance and impact against plan and resource expenditure, identify deviations from plans and develop corrective actions;
  • Assist with project information management and communications. Develop communications material to keep internal and external stakeholders informed of projects and programme progress;
  • Compile and maintain thorough project records and lead on the accounting and reporting processes, under the oversight of the Cyber Lead, UK Cyber Portfolio team, and Programme Management Office and/or Joint Fund Unit, CSSF;
  • Maintain effective coordination with the relevant teams within the British Embassy in Tbilisi (and across the network in the region), with the cross-government programme teams in London, and with the international cyber network, under the guidance of the Cyber Lead;
  • Maintain and update relevant stakeholders’ mapping, especially in Georgia and the region, and the UK in order to inform programme work and support the Cyber Lead with stakeholder engagement and follow-ups. This will include liaising with government, the private sector, civil society and academia/thought-leaders;
  • Proactively monitor and identify digital/ICT/cyber policy development, risks and opportunities for the UK and our allies;
  • Ensure all activity complies with the new FCDO Programme Operating Framework and the updated CSSF Programme Operating Framework;
  • Ad hoc work and support in the Political Team;
  • In this role, you will ensure the CSSF projects, programmes and portfolio are compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout CSSF programmes, and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives.
  • Full professional proficiency in English and Georgian, including excellent writing skills (written and spoken, minimum of C1 level for CEFR framework*);
  • Public Policy Management experience in at least one of the following areas will be essential: Digital Access (innovative models for inclusive connectivity, use of digital technologies for development), Telecommunications, Digital/ICT and Cyber Security;
  • Experience of managing large and/or complex programmes with good eye for detail and execution mobilisation abilities;
  • Developing and applying tools to support effective project management as well as delivery control of implementing partners;
  • Experience of developing and executing implementation plans, including linking programme theory of change statements to logical frameworks for projects;
  • Experience of applying project coordination, monitoring, risk management and stakeholder engagement skills.
  • Knowledge and understanding of cyber, digital and data security;
  • Experience of working in or with government in Georgia;
  • Experience of working in the private sector or organised civil society in relevant fields (e.g. cyber security, hybrid threats);
  • Experience at policy, regulatory as well as field level will be considered relevant;
  • Experience of remote working as part of a larger team;
  • Russian language (written and spoken, B1/B2 level).

This is a full-time, permanent position, 40 hours per week.

The gross monthly salary is 6,979 GEL (gross). Please note that staff members are responsible for paying any income tax and state pension contributions required by local law.
