The British Embassy in Rabat is seeking a hard working team player to take up the position of Deputy Head of Programmes grade C4 (L).

Main purpose of the job:

This is an excellent opportunity to deliver and shape a programme portfolio (£2.5m in Financial Year 2021/22) to deliver the UK government’s North Africa strategic objectives in Morocco.

The jobholder will provide insight and leadership on project cycle management/compliance and co-lead a team delivering primarily governance-related projects.

Main duties and responsibilities:

In this role, you will be expected to deliver a wide range of critical policy objectives through effective programme management. 

Your responsibilities will include:

  • Deploying programme and office management skills to ensure the smooth running of the team and to build the capacity of staff. Helping them to employ these skills, including: financial management; risk management; due diligence; monitoring and evaluation mechanisms; procurement; internal and external communications; cross embassy working and managing relationships with implementing partners.  Working closely with London programme teams ensuring that best practice is implemented across the programme.
  • Lead on regular project quarterly reporting to London on progress towards milestones, detailing quarterly achievements towards outputs and outcomes. Ensuring ad hoc programme, communication, briefing and financial requests by London are met.
  • Lead on the centrally managed Technical Assistance Facility (TAF) in Morocco. Agreeing short term projects that support the vision of the Embassy and fall within the parameters of the CSSF Morocco programme. Support development of the projects working together with the commercial implementer on communications and scrutinising project budgets. Maintaining current and supporting new relationships with beneficiaries which include local and central Moroccan government and other institutions.
  • Lead on Communications for the Programme Unit, both internally and externally, promoting the achievements of the programme. Work with the Embassy communications team to ensure best practice and maximise positive media coverage of project delivery. 
  • Demonstrating knowledge of Moroccan governance and issues pertaining to Morocco’s stability and development.
  • Contributions to wider Embassy objectives, e.g. working across the Embassy on our Country Business Plan, contributing to Embassy visits/events, and on Learning and Development.

The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required. The job description may be reviewed to meet changes in business needs.

  • Fluent in English, French, and Arabic (Darija) both written and oral.
  • Extensive Programme and Project management experience.
  • Experience of delivering governance projects on behalf of a donor/government.
  • Experience of managing risk, monitoring, evaluation and learning (MEL), and conflict sensitivity, as well as a clear understanding of UK aid priorities.
  • Staff management experience.
  • Ability to deputise for Head of Programmes where needed, and to represent the UK government with senior stakeholders e.g. Ministers.
  • Confidence to work across the UK government with other teams and departments, and to engage confidently with other Embassies and organisations.
  • Ability to think strategically to assess risks and opportunities for the programme and its contribution to the UK’s presence in Morocco more broadly.

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non negotiable gross salary of MAD 31,929 per month, inclusive of all allowances. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount. The package includes a good level of medical insurance, 21 days of annual leave per annum (on pro rata basis) plus 14 public holidays, access to on-site swimming pool, tennis court and gym facilities.

There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position.

The contract will be for a full-time employment, on a fixed-term basis for one-year with a view for an extension, subject to 6 month’s probation period.

Conditioned working hours for the position are 38 hours per week Monday to Friday. The jobholder would need to be willing and able to carry out monitoring visits and attend events within Morocco as well as potentially overseas.

There would be scope for working from home, to a pattern to be agreed with the line manager. Independent working will be tested as a competence in interviews.

We place a strong emphasis on learning and development. You will be encouraged to undertake developmental training and get involved in corporate activities. 

This role provides an excellent opportunity to build up programme knowledge and expertise and gain exposure to working across government. 

You will have access to existing and new Project & Programme Management L&D as well as wider job-relevant L&D and support for your own personal development. You may have the opportunity to participate in annual reviews to assess the performance of the programme.
