Main purpose of job:

As the BDSUS Health and Education Manager:

Act as the focal point and manage all issues raised by the healthcare team or the US footprint on medical and dental and educational issues and ensure cases requiring submission back to the UK are correctly staffed in accordance with agreed timelines. 

You will manage the administrative support process required to support the health and educational requirements of BDSUS and authorise expenditure within your delegation limits. You will provide detailed written and verbal advice and guidance to BDSUS Snr Staff in regards to educational and medical policy both in the US and within the UK. 

Roles and responsibilities / what will the jobholder are expected to achieve?

1. Review each quarter healthcare and education policy with UK and US organizations.  Challenging policy where required and liaising with OGD's to ensure level access to education whilst in the US for UKBC's and UK forces. 

2. Direct policy on the renewal of the health care MOU by influencing and implement policies within the UK and the US to ensure that the MOU is current, realistic and works to the best advantage of the MoD footprint in the USA and visiting UK forces. Provide detail analytic evidence to support working assumptions on the MOU.

3. Manage the combined medical admin Team to ensure that they are correctly trained and resourced to complete their duties and meet their PAR time lines.   Ensuring all time-lines for medical referrals (4 weeks) and dental referrals (8 weeks) are met.

4. Liaise with the UK DCYP to ensure all MoD educational policies are correctly implemented and staff Business Cases for policy review within 2 weeks.  Review Business practices to ensure no single point of failure occurs within the admin team. 

5.  Ensure the medical and dental bills are pre-audited checked and passed to CPC for payment in line with the contract timelines for authoring and paying of bills.

6. Ensure that the teams Business Continuity plan is updated as required.

7. Pre-pare briefs to Senior Management on cases as required and give arrival briefings.

8. Review and advise the Caldecott Guardian on issues that may cause a breach of the Caldecott principles and ensure the team are trained and able to identify issues that may raise cases where the principles may be required to be breached or conflict with current direction.

9. Manage the Healthcare web site ensuring it is updated as required and relevant to the needs of the population at risk. 

10. Maintain a close working relationship with Meritain Health to guarantee efficient delivery of the health care contract. Ensure that they are meeting the contract SOR's and ensure payment is made to the contract as per the contract.

11. Line manager the health and education support officers ensuring they are correctly trained and tasked to perform their duties.

12. Carry other tasks commensurate with their grade and responsibilities and you will be required to travel across the US as part of your duties and spend time away from the Embassy in support of your objectives. As such you must hold a valid car licence and will be expected to drive as part of your duties.

Resources managed (staff and expenditure):

May be required to hold and run a GPC card.

a. High degree of knowledge of NHS procedures and process of delivering UK health care.

b. High degree of knowledge of the US health care system.

c. Must hold a current valid car license.

d. A track record of working in health care administration.

e. A proven track record of managing staff.

f. A high degree of knowledge of UK schooling processes including higher education opportunities.

Language: Must be able to speak and write English fluently.
