Main purpose of job:

The Afghan Relocation Islamabad Team (ARIT) are seeking an enthusiastic individual who will provide operational and administrative management to run the affairs of the funds and procurement. The Finance and Procurement manager will help lead and improve financial management across the Operation and deliver assurance to the Head of ARIT and Senior Responsible Officer for the programme (High Commissioner) on the financial position and performance of the operation.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Procurement Delivery: Lead and implement the procurement of, and manage the contract tender process up to £60,000,000 procurement/contract-related (goods, services and works) projects to support the ARIT team in the British High Commission in Islamabad and the wider Pakistan Network.  This will include procuring and sourcing of suppliers, input and agreement of specifications, preparation of tender documentation, liaison and coordination with suppliers to clarify requirements, coordination and evaluation of bids, obtaining appropriate approvals, direct negoations, agreement of contracts and management and closure of contracts

Compliance: To ensure that all financial and procurement activities are in line with FCDO Commercial policy, are fully compliant with the UK Public Contracts Regulations 2015, meet customer requirements, manage risks and achieve best Value for Money for the Operation, FCDO & HMG; as well as complying with Government of Pakistan commerce and trade rules.

Contract Management: The job holder will also need to work manage and track KPI’s and delivery. You will be operating in a fast changing environment and will be expected to reslove any minor/medium contractual issues alone.

Reports and Data Base: Full knowledge and usage of FCDO financial system HERA to raise requisitions and payments to suppliers . Prepares annual and monthly reports for the team at post and London including developing financial reports for senior audiences at Post and in London that are both qualitative and quantitative.  Keep accurate records for all daily transactions. The individual will be responsible for the day-to-day management of our financial transactions and procedures.

Budget Profiling: Lead and implement budget profiles and expenditure for the Programme Operation, including producing accurate monthly/quarterly and annual forecasting data of expenditure for the SRO and Head of ARIT. Design new effective budget models for ARIT to meet HMG best practice. Analyse all inward financial information (e.g. revenues, expenditures and cash management) to ensure all operations are forecasted to remain within budget, highlighting any forecasting that shows underspend/overspend immediately to senior leadership responsible for the programme operation. Presenting these accurate forecasts of the annual budgets to the manager bi-weekly to identify early discrepancies.

Supplier Relationship Management: To review, report and manage contract and framework use in the Pakistan region.  To act as the Supplier Relationship Manager where appropriate for suppliers, including resolution of contractual disputes, taking appropriate action to the protect the Head of ARIT/SRO’s (HMG) interest.

Stakeholder Management: To build and maintain relationships with colleagues in the Regional Procurement and Finance Hubs, as well as with colleagues across the Pakistan Network to ensure collaborative and best practice processes are followed.

Staff Management: Given the high level of procurement requirements and financial responsibility, the job holder also has management responsibility for the Office and Audit Manager.

Education Qualification:

Graduate calibre and qualified by experience, ideally with relevant post-graduate or professional qualification.

Experience:

·         Able to monitor/scan external sources of data and intelligence and to pro-actively share relevant information with others in and across the Pakistan Network where relevant.

·         Excellent oral and written communication skills

·         Excellent working knowledge of MS Office-Word, Excel, Power Point, Intra- Internet, e-mail applications etc.

·         Demonstrated ability to understand and work with complex policy requirements/regulations

  • 2 years experience in managing others
  • 5 years relevant procurement experience (sourcing Goods, Services and Works)
  • Proven track record of working to deadlines and meeting targets and some experience of project management and delivery.
  • Flexibility, willingness and ability to adapt to change.
  • A persuasive negotiator
  • Able to monitor / scan external sources of data and intelligence and to pro- actively share relevant information with others in and across the Pakistan Network where relevant.
  • Focuses on expected impact and results and responds positively to feedback;
  • Promotes teamwork
  • Previous experience in procurement/contract Management.
  • Consistently approaches work with energy and a positive, constructive attitude;

Salary Details:

For BHC candidates, the Country Based Staff BHC Terms & Conditions will apply. For other than BHC candidates the basic salary will be ­­PKR 234,123 per month.
