Main purpose of job:

Lead on contract management of third party supplier for the investigations and criminal justice component of Counter Terrorism Programme and ensure it follows Project and financial Management Practices of the British High Commission in Islamabad. Engage with stakeholders working on Rule of Law, Counter Terrorism, and Forensics.

Roles and responsibilities :

Support the Subject Matter Experts and the Programme Manager with all monthly and quarterly reporting. Establish and maintain relationships with key individuals and stakeholders in order to enable access for the project and programme leads. Organise stakeholder meetings and events. Coordinate and arrange workshops, and visits both in Pakistan and abroad.

Draft clear and concise project documentation (work plans, budgets, submissions, project contracts etc) and other written work; and quality assure these before submission to senior management. Ensure comprehensive knowledge management processes are followed as well as accurate version control. Maintain contacts database of all external stakeholders.

Contribute to all aspects of the procurement process including contractors and technical experts (drafting Terms of Reference, Contract Negotiation and Management etc.). Ensure all procurement is done in line with High Commission policy, offers VFM and is a transparent and open process.

Review invoices and expenditure reports; ensure they are processed in an efficient manner. Identify and escalate any financial/invoice discrepancies to senior management. Regularly maintain the budget and forecast accurately. Support the team with all audits and financial verification of the Programme. Undertake all reporting on financial matters for the Programme.

Ensure follow-up of the implementation of activities and the performance of project partners and monitor contractual obligations (via periodic reviews and reports). Undertake monitoring and evaluation.

Provide quality assurance of deliverables and escalate any issues, risks and challenges faced by the Programme in a timely manner through appropriate channels.

Be flexible in tasking delivery and able to support programme and project efforts across the BHC CT & CE programmes, ensuring resources are used effectively and helping to support priority and changing activity.Cover for the Programme Manager during absences and provide additional support in terms of stakeholder engagement when required.

  • At least two years of project/programme management experience.
  • A degree in a related subject.
  • Advanced IT skills in all MS Office applications.
  • Experience of managing multiple and diverse stakeholders.
  • Strong personal skills and able to build and maintain effective working relationships with stakeholders.
  • Strong Organisational Skills with the Ability to Multi-Task and Work Under Pressure.
  • Proven skills in creative problem solving.
  • Resilient self-starter who can work with minimal supervision.
  • Able to flex between strategic policy work and undertaking simply logistics.
  • Operating successfully in an international working environment.

Language requirements :

Language: English and Urdu.

Level of language required: Fluent. 

English must be to a high standard including the ability to quickly learn and use,Understand complex technical vocabulary.

Understanding of criminal justice reform.

Salary Details:

For BHC candidates, the Local BHC Terms & Conditions will apply.

For other than BHC candidates, Basic Salary will be ­­­­­­PKR 125,432  per month.

Working patterns:

41 hours per week including lunch. 8am to 9am start and departure between 4pm to 5pm. Fridays end around 1pm. This role does require flexibility including occasionally evening and weekend working.

The role will be based in Islamabad but there will be regular travel to Lahore. Travel to the UK will also be required.

Learning and development opportunities:

Programme and Financial Management Courses. Training in personal impact, time management, MS Office, and problem solving. Job Shadowing with High Commission colleagues. Other training will be determined based on the existing skill set of the successful candidate.
