Main purpose of job:

The Development Management Unit is a new team being created in the British Embassy Jakarta to support high quality management of ODA spend across the mission.

As the Portfolio Officer you will support the Development Management Unit (DMU) to build capacity and capability in management of the ODA programme portfolio of the British Embassy Jakarta. You will play a key role in producing and collating quality data and information for the Ambassador, Development Director, FCDO HQ and external parties responsible for oversight of UK Government ODA spend.

You will need to be able to work confidently across teams with a wide range of interlocutors, including senior management. The DMU will be a small team so you will need to be a self-starter who is able to work with limited guidance to produce high quality materials.

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Provide support to arrangements and planning for the BEJ inputs for the annual consultation with BAPPENAS.
  • Prepare, commission and collate materials for the quarterly Country Board and monthly Post Programme Board, including creation of and maintenance of up to date spreadsheets and dashboards recording progress and performance of all BEJ direct funded ODA programmes.
  • Support the DMU TL in providing strategic oversight and quality assurance at the portfolio level to drive improvements in financial management, safeguarding, risk management, results monitoring, evaluation and the use of evidence ensuring VFM and effective contracting. 
  • Support the BEJ response on all external scrutiny of ODA spend including ICAI, IDC and IAD reviews, including preparing and collating relevant briefing materials and organising schedules for meetings/visits.
  • Support the building of ODA skills/expertise in BEJ by delivering group and one to one training, mentoring and coaching in areas of programme knowledge/expertise.
  • Support the Development Director in connecting with relevant GoI counterparts, including arranging meetings and providing language support if needed.

  • Fluent in both spoken and written Bahasa Indonesia
  • Fluent in both spoken and written English
  • Strong familiarity with programme management processes and approaches.
  • Ability to work effectively across teams with people from different backgrounds with differing skill sets.
  • Excellent IT skills, particularly excel and powerpoint, with ability to produce high quality databases and dashboards.
  • Experience of FCDO (legacy FCO or legacy DFID) programme management systems.
