The British Embassy in Tbilisi is part of a worldwide network, representing British political, economic and consular interests overseas and we are now looking for a Monitoring and Evaluation (M&E) Specialist for the CSSF Eastern Neighbourhood Programme.

The new jobholder will lead on Monitoring, Evaluation, Results and Learning (MERL) for the £12m regional CSSF (Conflict, Stability and Security Fund) Eastern Neighbourhood (EN) programme, providing specialist support and expertise for a range of stakeholders in Armenia, Moldova, Azerbaijan and Georgia .  

Roles and responsibilities / what will the jobholder be expected to achieve:

Monitoring and Evaluation lead

  • To lead on the CSSF EN programme’s approach to Monitoring, Evaluation, Research and Learning (MERL) providing specialist support and expertise to deliver high standards in project and programme-level M&E across the regional programme.  This will involve:
  • Building capability for M&E with project officers in the EN Embassies and working closely with implementing partners to deliver data-driven results against agreed Impact and Outcomes for the programme;
  • Drawing on existing experience and expertise of MERL and a broader understanding of the drivers of conflict, instability and insecurity in the EN region to develop and maintain a Results Framework (log-frame) to provide evaluation and learning on results and drive higher standards across the programme.  These results will be articulated in the quarterly reporting for FCDO;
  • Developing and delivering a MERL plan which will also help support the programme’s compliance with Gender Equality and Conflict Sensitivity markers, improve Value-For-Money, manage risk and promote the use of communications and political access and influencing tools to achieve outcomes;
  • Designing research inputs to plug gaps in knowledge and draw on open-source material and learning generated from MERL approaches to ensure a robust evidence base underpins the programme. 

Programme and Line management

  • Managing a small team of regional staff who are located in a Programme Hub in Tbilisi in support of regional project delivery in the four EN countries covered by the programme (Georgia, Moldova, Azerbaijan and Armenia);
  • Provide support to and resilience for the UK-based Programme Manager to manage and drive standards of compliance across programme management;
  • Day-to-day responsibility for managing the programme’s approach to Conflict Sensitivity and to support risk management in each country at project-level, working together with the Programme Manager who oversees programme-level risk;
  • Working closely with the Hub’s Finance Lead, embedding stronger approaches to evidence, MERL and Value-For-Money and support the work of the Regional Communications Officer in how M&E can help identify opportunities to use communications to pursue results. 

Corporate Objective 

  • All staff at the British Embassy Tbilisi are encouraged to contribute to a corporate objective (up to 5%) to support the wider platform and team dynamic.
  • Full professional proficiency in English, including excellent writing skills (written and spoken, minimum of C1 level for CEFR framework*);
  • Specialist expertise and previous experience in MERL (programme Monitoring and Evaluation);
  • A strong background in peace-building, international development and/or conflict, stability and security experience; 
  • Project management experience.
  • Experience working with a regional team;
  • Experience of the Eastern Neighbourhood region (Armenia, Moldova, Azerbaijan, Georgia).

This is a full-time, 1 year contract, 40hours per week. The gross monthly salary is 8,120GEL. Please note that staff members are responsible for paying any income tax and state pension contributions required by local law.
