The British Embassy in Bishkek is part of a world-wide network representing British political, economic and consular interests overseas. The Department for International Development (DFID) Central Asia is looking for a Governance Adviser based in Bishkek, covering Tajikistan and Kyrgyzstan. DFID Central Asia is supporting Tajikistan and Kyrgyzstan to develop their economies and have open political systems and transparent public administrations. DFID programmes in Central Asia also help build stability along international borders and in fragile communities, mitigating the risk of conflict within the region.  

DFID advisers help identify, generate and utilise the best evidence, knowledge, technology and ideas to improve the effectiveness and impact of the UK’s aid programme. Governance Advisers support improvements in governance and politics that enable development, stability, and inclusive growth and improved opportunities for the poorest and marginalised groups. In so doing, they play an important role in helping DFID to tackle the underlying causes of poverty and instability, which is central to both the UK Aid Strategy and the new Sustainable Development Goals.

 

Main Purpose of Job:

 

The Governance Adviser will support the Governance and Security Team Leader to deliver a high quality portfolio of development programmes in Central Asia, representing DFID on conflict and governance issues in Tajikistan and Kyrgyzstan, and other Central Asian Republics as required.

The successful candidate will advise on DFID’s conflict and governance programming and provide cross cutting advice to DFID’s governance and growth teams as well as DFID’s corporate work, as required. Some of the specific responsibilities for this position include:

 


Projects and Programmes

 

  • Provide high quality advice on current peacebulding and governance projects: Provide advice across the programme cycle (the design, delivery, monitoring and close-down) of DFID CSSF projects in Kyrgyzstan and Tajikistan (currently covering natural resource management, preventing extremism, and building stability on the Tajik-Afghan border), ensure programme delivery is compliant with DFID SMART rules and representing DFID on the cross-HMG sub-regional board of Central Asia alongside the DFID Governance Adviser and Head of Office;
  • Support design process of new governance and peacebuilding portfolio: support DFID Central Asia Governance Team leader and colleagues in the design process of the new governance portfolio in Tajikistan and Kyrgyzstan, as required;
  • Governance and conflict support to other programmes: Provide governance advice and conflict advice on other programmes including the Policy Innovation Fund (under design), and Enterprise and Innovation Programme (under design);
  • Annual Reviews and Project Completion Reports: ensure that within the CSSF portfolio all Annual Reviews (ARs) and Project Completion Reports (PCRs) focusing on lesson learning and that ARs and PCRs are completed to time and standard based monthly management reports. Provide support to other governance ARs, as required;

 

 Analysis and support on policy/partnerships

 

  • Conflict and governance analysis and diagnostics: provide analysis and policy advice to the governance and security team leader and DFID Head of Office on conflict and governance trends and dynamics in Kyrgyzstan, Tajikistan and the wider Central Asia region, including political economy analysis, support to other research and evidence projects and portfolio-level evaluation;
  • Participation in cross-government sub-regional board for Central Asia: alongside the governance and security team leader and head of office, represent DFID on the cross-UK government sub-regional board for Central Asia, which is responsible for agreeing programming priorities and monitoring the delivery of CSSF projects;
  • Contribute to a cross-government approach to delivery in Central Asia: build and maintain a network of relevant contacts, ensuring regular contact and identifying opportunities to add value through group meetings on particular issues to progress DFID and UK priorities;
  • Horizon Scanning and Lesson Learning: Support horizon scanning by being able to provide sound technical advice and lead technical discussions to identify new ways of working in line with the UK Aid Policy and UK strategy for Central Asia; and ensuring lessons from Central Asia helps responsible learning across DFID, Whitehall, development partners and partner governments;
  • Development Diplomacy: Lead engagement and establish credibility with senior members of the Governments of Tajikistan and Kyrgyzstan and multilateral and bilateral partners in the dialogue on conflict- and governance issues related to the UK’s development programmes and wider economic policy in country and the region;

 

 Corporate and other responsibilities

 

  • Office Business Plan and Senior Management Team: Support monitoring and updates of the DFID Central Asia business plan, advising HoO of key risks, opportunities and strategies to enhance DFID’s engagement;
  • Communications and briefing: Work with office staff, country liaison team (London) and other government departments to ensure DFID Central Asia is delivering high quality internal and external communications and briefings to maximize the impact of DFID’s work;
  • Advice and Capability: Provide advice, training and support to DFID colleagues to enhance conflict sensitivity awareness across the team and broader organisation; 
  • All DFID Governance Advisers are required to have a minimum of a Masters’ degree or PhD in a related area (including development studies, sociology, political science, law and accounting);
  • Understanding of governance evidence, policy and practice in a range of settings; knowledge of political systems and core governance concepts; political economy analysis skills;
  • Experience and understanding of conflict analysis and how to apply it in order to develop strategies to address conflict and instability;
  • Understanding of drivers of conflict and stability in Kyrgyzstan and Tajikistan;
  • Understanding of key political economy issues in Kyrgyzstan and Tajikistan;
  • Programme management experience;
  • Effective communication skills;

This is a full-time, temporary position of two years contract, 36 hours per week. Working hours from: Monday to Friday 09.00-17.00.

The gross salary per month is USD 2,276. Please note 13th monthly salary is paid pro rata in November.

The expected start date is 1 October 2018, however, the successful candidate should be available to start as soon as possible.
