The Conflict, Stability and Security Fund (CSSF) team at the British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Political and Economic Resilience Programme Manager, Grade – C4 (L).

Main Purpose of the job:

To locally manage Conflict, Stability, and Security Fund (CSSF) projects which support the Political Stability and Economic Resilience Programme in Jordan.

Working with colleagues in London and Amman, you will be responsible for a number of projects within this programme. These will include strategic communications, rule of law, local municipal assistance, anti-corruption support, inclusive and accountable governance activities.

This exciting, senior position plays a key part in delivering the UK Government’s CSSF which comprises of two programmes totalling around £30m per year.

Main Responsibilities:

  • Ensure delivery of complex projects, using CSSF tools and systems to assure sound financial management and value for money; effective and on-time delivery by implementing partners; monitoring and evaluation; risk management; gender, conflict sensitivity and compliance with safeguarding standards.
  • Manage the procurement process and approval procedures / submissions for multifaceted projects.
  • Analyse information from the projects and the wider context in order to identify improvements and make decisions, so that the Programme delivers the greatest possible benefits for Jordan and the UK.
  • Work with specialist advisors on the evidence base, M&E, and demonstrating impact.
  • Coordinate with other UK-supported programmes to promote synergies and identify overlaps with the political and economic resilience projects.
  • Develop relationships with a variety of stake-holders e.g. multilateral organisations, donors, Jordanian authorities, and civil society and provide input into policy dialogue.
  • Support the Senior Programme Manager in delivery of the programme communications strategy and setting out project level stakeholder engagement plans.
  • Provide high-quality written and oral briefing to the Ambassador and senior British officials; represent the projects at Board meetings; communicate the successes of your projects and support high-level visits.
  • Respond flexibly and actively to evolving priorities and needs.

You will work closely with the FCDO Jordan Development Team, given its major stake in the effective delivery of the Programme.

In your role as Programme Manager you must ensure Gender Equality Act compliance and support CSSF ambitions on women’s economic opportunities, inclusive growth and poverty reduction through your department / team.

  • A minimum of a Bachelor’s degree in a relevant field.
  • Minimum four years’ experience of successfully delivering programmes (multiple projects), in an international political/development context, preferably in a bilateral or multilateral aid agency.
  • Strong strategic thinking, analytical, and decision-making skills are required, as well as an eye for detail.
  • Experience of managing budgets and working with financial information.
  • Strong interpersonal skills and an ability to build productive working relations with project implementers and wider stakeholders.
  • Candidates should be highly organised and able to work in a diverse, high-performing environment.
  • Proven ability to take responsibility for own work, with a track record as a team player.
  • Literacy in Microsoft Office packages.
  • Experience working on strategic communications and rule of law / governance projects.
  • Knowledge of Jordanian politics, economy and society.
  • Experience with FCDO systems and SMART rules.
  • Fluent oral and written Arabic.

Working Hours and Remuneration:

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances that will need to be agreed with the line manager. Standard working hours are from 08:00 to 15:30 from Sunday to Wednesday and 08:00 to 15:00 on Thursday.

Pay is on the Embassy C4 (L) scale, with a salary of JOD 2423 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary which is minus the deduction of an equivalent level of local tax.  Further information on this will be given to candidates at interview if necessary.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

This position is offered on a full time, fixed term basis for 12 months with a possibility of renewal/extension depending on the programme funding. The successful candidate will be subject to a 90-days probationary period.

We place a strong emphasis on learning and development. You will be encouraged to undertake developmental training and get involved in corporate activities. This role provides an excellent opportunity to build up programme knowledge and expertise and gain exposure to working across government. You will have access to existing and new Project & Programme Management L&D as well as wider job-relevant L&D and support for your own personal development. You may have the opportunity to participate in annual reviews to assess the performance of CSSF programmes.
