The Libya Office of the British Embassy in Tunis has a vacancy for the position of Deputy Head of Programmes, Conflict Stability and Security Fund (CSSF), job grade Higher Executive Officer (HEO) to be based in Libya Office Tunis, Tunisia.

This is an excellent opportunity to deliver and shape the Conflict Stability and Security Fund (CSSF) programme portfolio (£6.6m per year) in Libya.

The jobholder will provide insight and leadership on project design, focus, and compliance and co-lead a team delivering projects on areas such as peacebuilding and conflict reduction.

The CSSF is operating in 106 countries. The Fund works towards both National Security Council objectives such as protecting our people, UK Sustainable Development Goals, promoting just, peaceful and inclusive societies; and achieving gender equality and empowering all women and girls.

In this role, you will be expected to support the design and delivery of a wide range of projects through effective programme management.

Your responsibilities will include:

  • Deploying programme management experience on areas such as: financial management; risk management; due diligence; monitoring and evaluation mechanisms; procurement; internal and external communications; cross embassy working and managing relationships with implementing partners. You’ll work closely with London programme teams ensuring that best practice is implemented across the programme.
  • Lead on regular project quarterly reporting to London on progress towards milestones, detailing quarterly achievements towards outputs and outcomes. Ensuring ad hoc programme, communication, briefing and financial requests by London are met. You will be supported by a CSSF Finance officer who will lead financial management.
  • Support or lead on the design of new projects, bringing together a wide range of external and internal stakeholders and working closely with the advisory team.
  • Act as a representative for British Embassy Tripoli in Tunis, regularly engaging with external stakeholders (NGOs, Embassies and others) and attending meetings and functions as necessary
  • Demonstrate knowledge of conflict issues in Libya and a good understanding of how to access further technical knowledge and support.
  • Contribute to wider Embassy objectives on occasion, e.g., contributing to Embassy visits/events or taking on a corporate responsibility such as Wellbeing or Learning and Development.
  • Resources managed: remote line management of three (3) Programme Managers from April 2022.

All CSSF funded roles must ensure compliance with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives.

  • Ability to deputise for Head of CSSF Programmes where needed, and to represent the UK government with senior stakeholders e.g. Ministers.
  • Confidence to work across the UK government with other teams and departments, and to engage confidently with other Embassies and organisations.
  • Ability to think strategically to assess risks and opportunities for the programme

Working hours and remuneration:

The British Embassy in Tunis offers an attractive working environment and remuneration package for this role. Initial salary will be TND 5,491 per month (non-negotiable) while on probation. Salary after probation is TND 6,831. However, employees (UKB spouses/partners) who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.   

This position is for a full-time employment, on a fixed term basis for one-year (renewable). The successful candidate will be subject to a 3 months probationary period that can be further extended up to 6 months. The appointment will also be subject to satisfactory local and UK security clearances.

Conditioned working hours are 40 hours gross per week. Standard working hours are from 08:00-16:30 from Monday to Thursday and 08:00-13:00 on Fridays. However, due to the nature of the role you will be required to occasionally work out of hours and evening.

As a result of the pandemic the British Embassy operates on a hybrid in-person and remote working model. Unless authorised (and unless pandemic rules determine otherwise), we expect staff to be physically present in the Embassy several days per week.

In line with the Tunisian Government requirement for a ‘passe sanitaire’ to enter most public places, the embassy requires proof of Covid-19 vaccination, or an authorised exemption.

The jobholder will have many opportunities to benefit from a range of Embassy Learning and Development (L&D) initiatives. We have an active L&D Committee, which promotes different ways of learning, as well as offering Diplomatic Academy sessions and bringing in formal courses. This role offers real opportunities to develop excellent programme management and technical competencies in a range of thematic areas, working with various teams across the region and in London.  Non-exhaustive examples of learning and development opportunities include:

  • Specific training and travel to develop competency on a range of thematic areas, e.g.: climate, gender, conflict, governance;
  • Annual travel to London to learn with CSSF colleagues around the world and some travel to Tripoli will be required. You will need to complete SAFE+ training and;
  • The opportunity to undertake wider corporate responsibilities.
