The British Embassy in Kyiv is recruiting an experienced Finance Officer to join our Conflict, Stability and Security (CSSF) Programme Team. 
 
British Embassy Kyiv is recruiting a Finance Officer to temporarily join our Conflict, Stability and Security Fund (CSSF) Programmes Team.  As a Finance Officer you will be responsible for ensuring consistent and high quality financial management of CSSF projects. Working closely with the Programme Finance Manager and wider CSSF Programme Team, you will provide timely reliable financial reporting, forecast updates.

The CSSF programme includes a range of projects from Strategic Communications, War Crimes & Accountability, Stabilisation, Human Rights, Gender & Social Inclusion and Security Sector Reform. You will work with a range of advisers including Conflict and Stabilisation, Good Governance, Gender & Social Inclusion, Strategic Communications and Economic advisers alongside the wider Programmes Team at the Embassy and in the UK.   

The role may be extended on a one year fixed term basis.

What will the jobholder be expected to achieve?

This is a great opportunity to gain experience of working with the British Embassy and be part of the team that delivers UK programming in Ukraine.  

Working alongside the senior Programme Finance Manager the Finance Projects Officer will have responsibility for project level finances at all stages of the project cycle.

Responsibilities will include: 

  • Assessment of the newly submitted project activity based budgets against CSSF and FCDO financial and procurement guidance; 
  • Overseeing the finances of the approved CSSF projects and reviewing project financial reporting. Programme financial cycle management to ensure the timely planning of activity and reporting in accordance with Programme Operating Framework and Conflict, Stability and Security Fund (CSSF) guidance;  
  • Raising requisitions and ensuring that all project payments (receipting invoices) are processed according to the agreed payment schedules and in compliance with the FCDO requirements. Process pre-payment requests;
  • Ensure that HERA and the finance tracker (Excel spreadsheet) are up to date with commitments, spend and forecasts;
  • Maintain strong working relationships with implementers and stakeholders to agree timelines and deliver financial objectives;  
  • Supporting and, when required, deputising for the Programme Finance Manager with monitoring of programme-level finance, and provide financial reporting to the seniors;
  • Overseeing programme delivery budget (accommodation costs and corporate credit card expense reports).
  • Supporting wider Programmes Team in implementer events or visits from London.  Providing translation as required for senior officials.
  • Besides core finance work, the successful candidate will take part in wider Programme Team activities and Embassy working groups.
  • You may be expected to manage some projects and follow the Project cycle (design, reporting, monitoring and evaluation etc.) to ensure the timely planning of activity and reporting and provide quality assurance of project deliverables, including value for money, outputs, outcomes and impact etc. Appropriately escalate risks and challenges in a timely manner;  
  • Contribute to wider team and Embassy objectives, corporate activities and learning. 
  • In your role you must  ensure the portfolio is compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout programmes, and supporting ambitions to achieve the UK’s Women, Peace and Security objectives

The successful candidate will have opportunities to develop project-management skills, incl. stakeholder management, monitoring and evaluation, conflict sensitivity analysis and risk management.

  • Strong written and verbal communication skills in English and Ukrainian (C1) (*CEFR level);
  • Ability to manage project budgets and financial risks;
  • Problem-solving skills and ability to lead on work strands independently;
  • Ability to manage workload and deliver at pace whilst maintaining quality;
  • Microsoft Office suite competency (specifically strong Excel skills);
  • Ability to communicate with different stakeholders.
  • Relevant background working with international or national NGOs, Civil Society Organisations, governments, International Financial Institutions, multilaterals and other Embassies;
  • Financial management degree;
  • Experience of international projects procurement procedures.

This is a fixed-term contract for 12 months, with possibility of renewal, for 40 working hours per week including 1 hour per day for lunch.

This position provides an excellent opportunity to learn about the role of an Embassy and international relations/diplomacy in Ukraine.
