Main purpose of job:

This is an opportunity to join the Department for International Trade (DIT)’s APAC team based in the British Consulate General (BCG) Ho Chi Minh City, Vietnam as Regional Manager APAC working directly to the Deputy Regional Director, SE Asia. DIT supports UK based businesses to export globally, and encourages overseas investment in the UK.

This role has two key elements:

  1. 70%: providing policy and operational advice and support to 12 overseas partner operations throughout the APAC Region and the UK Asian Business Council (UKABC) based in London as the Overseas Partner Delivery (ODP) network enters its final year of DIT funding. Successful candidate will then work directly with Deputy Regional Director & DIT HQ in shaping the revised global policy of support structures designed to assist UK companies to enter new markets
  2. 30%: managing and delivering the devolved £900k budget spread across 12 individual commercial contracts.

The role holder is expected to deliver: 

  • Accurate management reporting for ODP work, providing information and analysis to colleagues as required to support the formal reporting cycles led from HQ and the development, implementation and measurement of activity related to the APAC Regional Trade Plan (RTP). Manage and have operational responsibility for delivery of £900k APAC partner delivery budget.

  • Support constrained Posts through strategic regional resilience (remotely and locally) across the Greater-Mekong Sub-region (principally Vietnam, Cambodia, Laos, and Burma). Where possible and appropriate, provide assistance and support to teams in the region that require additional resource to absorb workload, e.g. during high-level visits, when key staff are absent, as deadlines approach for significant activity.

  • Act as primary DIT liaison for UKABC working with them to develop their revised strategy from 2020/21 onward, ensuring deepening of strategic collaboration between the two organisations. Seek to influence UKABC strategy and activity to maximise outputs that contribute to DIT targets, including trade policy and market access via the ASEAN Business Advisory Council. Monitor and ensure accurate and timely reporting.

  • Support the DIT SE Asia Regional Director as the DIT strategy evolves to support delivery of commercial (secondary) benefits from Prosperity Fund activity in the region ensuring synergy of joint DIT-FCO Non-ODA money.

  • Facilitate Partner-delivery in the region through timely support and communication for both Partners and DIT colleagues, including oversight of performance against targets, budget management, sharing best practice, accessing additional funding support.

  • Primary contact for ODP Regions team in DIT HQ in terms of interpretation of policy and operational delivery issues across the APAC region.

  • Key intermediary in terms of developing content for Vietnam press & communications team and new APAC communications hub.  

How the role holder is expected to deliver

  • Full spend of individual budgets aligned with validated performance of agreed metrics by our partner delivery network.

  • Through monthly analysis of performance metrics and assessment of overall partner performance to the Deputy Regional Director SE Asia & APAC Country Directors.

  • By chairing monthly calls with a sub group of executive directors of OBN and UKABC to monitor performance, identify performance issues that need red flagging to Deputy Regional Director & HQ.

  • Work as part of the core leadership team for HCMC including HM Consul General, Deputy Consul General / Head of DIT Vietnam.

  • Demonstrable relevant and appropriate experience, knowledge and/or qualifications in (remotely) managing programmes, involving a disparate and varied set of external factors, with a proven record of engaging customers, stakeholders and partners.
  • A successful track record with significant experience in international trade and investment or business development.
  • Experience of strong team work and collaboration skills, including confidence in suggesting new ideas and challenging senior stakeholders.
  • Excellent communication and influencing skills and the ability to work collaboratively with business contacts and colleagues across APAC and the UK.
  • A proactive, can-do approach, combined with high standards of delivery and meeting deadlines;
  • Ability to work independently at pace, and to prioritise, managing an often heavy workload;
  • Good judgement and political awareness.
  • Excellent organisational, IT and administrative skills.
  • Experience working with the UK Government in an overseas capacity

The British Consulate-General supports and promotes flexible working.  The standard working hours for the BHC are 8:45am to 5:00pm (Mon-Thurs) and (08:45-15:00) Fri. We are happy to offer a variety of flexible working patterns, including non-standard working hours, working remotely or working compressed hours. However, due to the nature of the role, there will be a requirement for occasional out of hours work around events and visits. Time off in lieu can be offered to make up for out of hours work.
