Main purpose of job:

The British Embassy, Jakarta, seeks an experienced and motivated economist to carry out the preliminary research and scoping to underpin a set of trade-focused aid projects in Indonesia supported by the Prosperity Fund. This analysis will be right at the heart of pioneering work to further UK economic diplomacy objectives, delivering work that supports the economic development of Indonesia whilst also benefiting the UK economy. The role will be a part of the Prosperity team and work across teams in the Embassy, the region and with the FCO and DIT in London.

This post is part of the £150m Global Trade Programme (GTP) which is the largest programme in the £1.3bn Prosperity Fund. The objective of the GTP is to provide technical assistance to support key target ODA-eligible Middle Income countries, including Indonesia, to boost economic growth and combat poverty, and support these countries to trade more effectively and efficiently with the rest of the world, including the UK. 

The programme will focus on tackling non-tariff barriers to trade, including regulatory reforms, intellectual property rights, standards, and streamlining customs procedures. These non-tariff barriers will form the core of programme activity. It is vital our analysis and research clarifies what the main NTBs are in Indonesia, the main issues in addressing these barriers, and how the UK can best support the Indonesian government over the coming years to alleviate them. Your role will be to carry out the preliminary research and scoping to underpin a set of trade-focused aid projects in Indonesia supported by the Prosperity Fund. Although the Indonesian Government will be the primary beneficiary of the outputs, International trade is  one of UK’s Ministers top priorities and your research  and analysis will also help to shape UK’s future trade relationship with Indonesia.

This new role will bring together a high level of responsibility in a high profile and complex environment, working closely with policy and economic leads in the FCO, Other Government Departments in the UK, and various ministries and businesses in Indonesia. It is an ideal role for a highly motivated economist who wants to be at the heart of policy development and programme activity, and build their leadership and communication skills.


Roles and responsibilities / what the jobholder will be expected to achieve:

The main duties for this role are:

  • Identifying the gaps in the existing analysis and recommending what additional analysis needs to be carried out to build an evidence base for delivering the GTP objectives of poverty reduction, gender inequality and supporting Indonesia to trade more effectively and efficiently with the rest of the world, including the UK.
  • Conducting detailed research and analysis on the current and projected trading patterns between the UK and Indonesia and assess how removing the non-tariff barriers could boost the inclusive economic growth in Indonesia.
  • Carrying out an in-depth stakeholder mapping exercise to understand the other dynamics that affect GTP interventions in Indonesia (i.e. other trading relationships, engagement of key players in Indonesia and trade agreements etc.)
  • Collating trade research such as trade audits, market access studies, and bilateral reports to inform UK position.
  • Engaging with the Indonesian Government to communicate the key outcomes of the analysis.
  • Communicating the key outcomes effectively and making recommendations on how the Embassy could most effectively translate the outcomes of the analysis into delivering the GTP objectives of poverty reduction and gender empowerment in Indonesia and providing export opportunities for UK and international businesses.
  • Building a strong network for the Embassy amongst trade stakeholders in the Government of Indonesia society and business.
  • Developing strong relations with analytical colleagues in London including Department for International Trade, Department for Exiting the EU, and Foreign and Commonwealth Office to ensure consistency of analysis.
  • Working closely with other PF programme leads at the Embassy to ensure consistent use of analyses across programmes.

We are looking for a proactive, creative self-starter who can prioritise to operate in a fast-paced environment, largely unsupervised, delivering to deadlines.  S/he will need excellent interpersonal and communications skills to build strong relations within the Embassy; in Indonesia; and with stakeholders in the UK. 

 

  • A Masters degree in Economics and/or at least five years of experience in trade economics;
  • Knowledge / experience in development economics and international economics;
    Experience of analysing trade specific issues and advising on how they interact with inclusive growth and poverty reduction
  • Experience of analysing how removing non-tariff barriers could provide trade opportunities for Middle Income / Developing countries and how these countries could also reap the benefits;
  • Experience of carrying out impact assessments and analysis of poverty reduction and gender equality issues;
  • Strong analytical skills and attention to details;
  • Self-starter, able to work independently on a complex project with a wide range of stakeholders;
  • Excellent oral and written communication skills;
  • Experience of delivering high quality analysis, advice and reports;
  • Project management expertise.
  • Understanding of HMG’s aims in the international context
  • Broad knowledge of how UK Government works
