Main purpose of job:


The Sustainable and Economic Development Officer reports to the Head of Economics and Energy Policy at the British Embassy in Caracas. The officer will lead on sustainable development projects and bilateral cooperation; and on energy and climate change policy; promote British expertise; and conduct regular analyses/reporting on Venezuelan economic situation. The position offers a unique opportunity to develop a wide range of skills and practical exposure to sustainable development, economic, energy and climate change policy. The successful candidate will be a flexible, self-motivated individual with strong leadership, management and communication skills.


Roles and Responsibilities:


  • Identify, manage and oversee the implementation of official development assistance projects including but not exclusively related to economics, energy and climate change. (40%);




  • Guide the Embassy’s long-term strategy and annual action plan to promote a sustainable development path for Venezuela showcasing British expertise. Design and implement a strategic engagement plan with relevant stakeholders, including government, oil & gas industry, private sector, civil society and academic institutions. (25%);




  • Lead on energy and climate change policy. Identify opportunities for UK-Venezuela bilateral cooperation on sustainable development through contact-making, arranging/attending meetings and discussions, and timely reporting on these topics. (20%);




  • Support the Head of Economics and Energy Policy in identifying, reporting and mitigating short- and medium-term economic risks arising from changes to Venezuelan macroeconomic, energy and trade-industrial policies, as well as promoting the long-term economic conditions that will reduce barriers to trade and investment. Line manage the internship officer. (15%).


  • Two or more years of professional experience in project management, sustainable development, energy policy, economic analysis and/or public policy.
  • Self-motivator who can work with limited supervision and is able to  react flexibly to evolving priorities.
  • Proven leadership, project-management and communication skills
  • Proficient in relevant IT applications (MS Office)
  • Advanced level of English/Spanish.



Graduate degree in Economics, International Relations, Liberal Studies, Political Science or related disciplines, with a particular interest in energy and economics.


Good understanding of economic and development issues in Venezuela.


Good knowledge of MS Office software, particularly Excel and Word.


Good research and report writing skills.



 

  • Two or more years of project management experience
  • Background in economics analysis
  • Master degree in sustainable development, energy policy, economics and/or public policy.
