Economic and Prosperity

Main purpose of job: 

To support delivery of the UK’s £25.5 million Prosperity Programme (PP) for Colombia which aims to; i) reduce poverty and gender inequality through economic development in the country’s post conflict and conflict-affect zones; and ii) create commercial opportunities for international companies including British businesses. The Prosperity Programme operates in 9 of Colombia’s departments and in up to 10 second tier cities. 

The jobholder will provide timely and effective inputs to deliver the seven Prosperity Programme activities: i) regional competitiveness; ii) open contracting in the public sector; iii) corporate governance reform of the National Infrastructure Agency (ANI); iv) rail development; v) urban development; vi) agri-insurance; and vii) agri-innovation. The Jobholder will also contribute to the delivery of PP crosscutting activities in gender and inclusion (G&I), monitoring, reviewing and evaluation (MRE), climate, and commercial / secondary benefits. The jobholder will spend a solid proportion of their time working with PP external stakeholders including the Colombian government (national, regional and local levels), Colombian and UK private sector companies, civil society and our main implementers: Colombia’s Financial Institution for Regional Development (Findeter) and for National Development (FDN), the Latin American Development Bank (CAF), Innovate UK and the Open Contracting Partnership (OCP).   

The UK-Colombia PP Team works very closely with the Economic Climate and Science (ECS) and Department for International Trade (DIT) teams of the British Embassy in Colombia.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Prosperity Fund Programme Delivery (70%)

  • Support successful delivery of: i) the seven activities of the Colombia PP covering institutional strengthening, infrastructure, and agriculture; and ii) all PP cross cutting work in gender and inclusion (G&I), monitoring, reviewing and evaluation (MRE), climate, and commercial / secondary benefits. This will be achieved by setting up, organising and managing all meetings, workshops and events between the PP and our stakeholders. The PP holds such events (virtual and in person), almost weekly, and often they last more than one day.
  • Support PP Advisers to engage effectively with stakeholders networks, this include Colombian government representatives, Colombian and UK private sector companies, PP implementing agencies, and other teams within the Embassy. This requires helping PP advisers to identify and prioritise appropriate opportunities to engage with stakeholders and to manage the logistics for adviser’ participation.
  • Support successful provision of technical advice to PP stakeholders by identifying sources of information (i.e. websites, written materials and external experts) for adviser to use in their research and daily delivery.

Admin (30%)

  • Support PP colleagues on administrative matters as required. This includes: preparation of charts, tables and graphs for inclusion in PP reports; requesting and/or collating inputs into PP documents from other teams or external partners; and commissioning requests for PP suppliers and communications materials.
  • Support the planning and delivery of PP meetings, visits and missions by helping to organise virtual and/or in person logistics (venues, translation services, marketing material, transport, accommodation and itineraries).
  • Support effective implementation of the PP communications and sustainability strategies, and develop a close working relationship with the Embassy’s Press Public and Affairs (PPA) team and other relevant teams as required.
  • Good knowledge of Microsoft Office;
  • Level of language required: fluent Spanish and English between B1 and C1 (under the CEFRL or equivalent unless a native speaker);
  • Must have the legal status to live and work in Colombia.

Working patterns:

The vacancy will be for six months with the possibility of renewal.

Monday to Thursday: 8:30 a.m - 5:00 p.m and Friday: 8:30 a.m. - 1:30 p.m.
