The British Embassy in Lisbon is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a Programme and Campaigns Officer.

The jobholder will play a key part in promoting UK interests in Portugal, enhancing our reputation and strengthening links between the two countries. The jobholder will work closely with the Head of Communications, and  teams across the Embassy to develop and implement long-term policy, prosperity  and soft power campaigns and one-off, major events in support of UK Government and Embassy priorities, such as the Web Summit and COP26.

The Programme and Campaigns Officer will also support the Political and Prosperity teams in developing our in-house programme expertise, accessing a variety of funding streams and ensuring maximum value for money is achieved. 

This is a stretching, varied role delivering a wide range of crucial outward-facing programmes and campaigns.  The jobholder will plan, implement and evaluate high impact policy, prosperity and soft power campaigns, including in support of the GREAT campaign and the UK’s presence at the annual Web Summit. Liaising closely with e.g. Political, Economics and Prosperity and, Trade and Investment teams, they will manage a broad portfolio of programmes, ensuring that all activities are fully compliant with FCO guidance and deliver impact and value for money. They will also contribute to the wider success of the Embassy communications team, supporting event delivery and managing a network of agencies and suppliers who design and produce branding and related materials. 

Main responsibilities will include:

  • Campaign planning, delivery and evaluation (50%): soft power projection through the GREAT campaign, Web Summit and COP26; ‘Force for Good’ campaign work on UK policy priorities such as human rights, media freedom and international development;
  • Programme and project management (40%): cross-Embassy coordination point and source of expertise on all programme activity. Provide the secretariat function for governance structures and supporting the Senior Responsible Officer for programme activity (Deputy Head of Mission). Train and mentor colleagues on best Project Management practice;
  • Communications support (10%): working flexibly with the Head of Communications and Digital Media Officer to deliver wider team objectives, including: developing relationships with external delivery partners and multipliers; delivering events; covering for absences within the team when required; and membership of the Embassy’s crisis communications response team.
  • Full professional proficiency in English and Portuguese (written and spoken, minimum of C1 level for CEFR framework*);
  • Minimum 2 years' experience of developing and implementing successful campaigns that have grown awareness and engagement amongst target audiences (includes experience on cost control and budget planning);
  • Demonstrated knowledge of marketing communications, event marketing and project management;
  • Good MS Office skills;
  • Good communication skills and attention to detail  
  • Excellent time management and ability to perform to deadlines;
  • Proactivity and dynamism, self-initiative and facility to work well in a team; 
  • Flexibility and personal resilience ;
  • Capable of multitasking.
  • Knowledge of social media and digital;
  • BA in Business, Majors in Marketing or Communications.

The British Embassy in Lisbon has an active Learning & Development Committee which seeks to ensure that all staff have the tools they need to do their job effectively. There are plenty of opportunities to undertake formal training courses, work shadowing and other, more informal activities to support professional development. There is also a supportive global network for climate and energy attachés, which provides specialist learning on a regular basis.

This is a full-time permanent contract (35 hours net per week) subject to a 180 day probation period.

The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role of €27,861.82 gross annual salary paid in fourteen instalments; plus a monthly meal allowance of €134.00. This salary is payable if the successful candidate is subject to individual income tax (IRS) in Portugal on the employment income in question. If the successful candidate is not subject to individual income tax (IRS) on their employment income in Portugal, and/or is not taxable elsewhere on such income, he / she will receive the above salary minus a reference amount approximate to the level of Portuguese tax that would be applicable if the income were subject to tax locally. Further information on this will be given to candidates during the recruitment process.

All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese employment law as well as internal regulations in force at any given time.

The successful candidate will be subject to a professional background and security clearance and must have pre-existing work authorisation for Portugal in order to apply.
