The British Embassy in Lisbon is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a Consular Policy Officer.

As Consular Policy Officer you will be a key member of a cross-Embassy team in Portugal working on the UK’s exit from the European Union. As part of the team, you will engage with local authorities to track and understand the implementation of the UK-EU Citizens’ Rights agreements in Portugal, becoming an expert in this area. You will also help ensure that timely and accurate information is available for UK nationals in Portugal, including website content, and you will support pro-active outreach and engagement campaigns in country. Your job will therefore require some travel within Portugal.

You will be remotely managed, reporting to, and receiving direction from, the Regional Consular Policy Advisor based in Madrid.

Main Roles and Responsibilities:

Specifically, as an integral part of the Embassy Team, you will:

  • Follow and understand the implementation of citizens’ rights agreements in Portugal as part of the UK leaving the EU, and other issues relevant to British Nationals resident in or visiting Portugal. Working with the Regional Consular Policy Advisor, use this understanding to produce internal analysis and policy advice to post and UK based teams;
  • Support the Regional Consular Policy Advisor and the Embassy’s Political and Consular teams in establishing an effective network at a local authority and, where necessary, central government level, in order to generate understanding, insights and awareness;
  • Use your knowledge and understanding of implementation in Portugal to support the delivery of information to UK nationals regarding their rights after the UK’s exit from the EU, including through ensuring local information is available online and providing policy support to communications and engagement campaigns;
  • Work and co-ordinate closely with other Embassy teams, supporting wider Mission and British Government objectives, as well as specifically co-ordinate with the Regional Consular Policy Advisor, the Political team and the Consular Regional Operations Manager (CROM) for Portugal;
  • Develop collaborative relationships with other Government Department representatives e.g. FCO London and Department for Exiting the EU (DEXEU);
  • Need to travel regularly within Portugal to support engagement with the local British community and engage with local authorities;
  • You will also be expected to contribute to the corporate life of the Embassy, including as part of the post’s crisis team.

 

  • Fluent English and Portuguese (both written and spoken, for Portuguese minimum C1, ideally C2 Level for CEFR framework*);
  • Excellent communication and presentation skills: written and oral;
  • Excellent organisational and information management skills;
  • Aptitude to analyse and process complex information quickly;
  • Ability to work as part of a team;
  • Ability to work on multiple tasks under pressure and meet deadlines;
  • Ability to travel within Portugal.
  • Knowledge of local governmental structures and decision-making (local and central level);
  • Previous experience or awareness of British and local country public sector policy development;
  • Legal and EU knowledge, experience and understanding;
  • Knowledge of British consular strategy outcomes and strategy;
  • Experience of working on communication campaigns;
  • Spanish language skills are desirable but by no means essential.

This is a full-time position (35 hours net per week), on a initial period of 18 months, with the possibility of extension, subject to a 30 days probation period.

The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role of € 27,861.82 per year gross annual salary paid in fourteen instalments, provided that the individual in question is subject to individual income tax (IRS) in Portugal on the employment income in question or, alternatively, is subject to income tax on such income in the UK; plus a monthly meal allowance of 134.00 Euros.

All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese employment law as well as internal regulations in force at any given time.

The successful candidate will be subject to a professional background and security clearance and must have pre-existing work authorisation for Portugal in order to apply.
