The British Consulate General, Erbil has a vacancy for a Humanitarian Affairs Officer, Grade C4 (L) position.

Objective:

This post is based at the British consulate in Erbil, and focuses on monitoring and reporting humanitarian needs and the humanitarian response, and supporting the implementation of the DFID Iraq humanitarian programme.

Main Duties and Responsibilities:

 Main Duties:

  • Monitor key information networks, including media and UN sources, to collect timely and present information on humanitarian needs and the response. Ensure DFID Iraq team is fully up-to-date on key humanitarian developments relating to the humanitarian response in Iraq, notably the humanitarian and security contexts and related needs, gaps and priorities.
  • Work in close consultation with DFID’s Humanitarian team in Iraq, and help support and communicate DFID Iraq Team’s humanitarian strategy to key audiences, including UK Government Ministers and other UK government departments.
  • Keep and manage up-to-date information on DFID-supported programmes, and support the management of DFID humanitarian programmes, including budgets, result frameworks, and narrative information.
  • Support the organisation of field visits to visit DFID funded projects.
  • Undertake research into specific thematic areas, for instance possible sectors of intervention such as protection or cash transfers.
  • Track global response budgets and donor pledges to the humanitarian appeal in Iraq.

Roles and Responsibilities:

On a regular basis, create and share humanitarian information products to provide DFID and other UK government departments with a comprehensive picture of the humanitarian situation. These products will be narrative, data and map-based documents. Specifically:

  • Produce weekly humanitarian briefs and other reporting as required;
  • Proactively develop and maintain relevant information products according to need;
  • Maintain who, what, where databases as required;
  • Track partner programme details and results to help assess performance and identify critical areas and gaps.

Support the management of DFID funded humanitarian programmes, including through providing feedback on proposals and reports.

  • Work with programme managers to follow on budget amendments and financial progress reports, as well as understanding value for money.
  • Work with programme managers to monitor programme activity implementation according to work plans and progress against results frameworks.
  • Use information to create and update 1-2 page programme component briefs

On request, support advisers in ensuring that key audiences to have a good understanding of potentially complex humanitarian policy and programme decisions, by:

  • Consolidating up-to-date evidence in support of humanitarian policy recommendations;
  • Drafting information notes on specific policy areas.

Provide logistic support to the DFID Iraq humanitarian team (eg. working with partners to organise field visits)

Ensure accuracy of external communications by working with DFID Iraq Comms Manager and others where/when appropriate. Create communications pieces, including case studies, InSight Articles, and social media posts through liaising with implementing partners and/or collecting stories and information directly through field visits.

Essential:

  • Experience in managing and delivering humanitarian programmes in Iraq.
  • Bachelors’ degree in a relevant field.
  • Excellent communication skills in English and Kurdish or Arabic (spoken and written).
  • Advanced computer skills in Microsoft package, including Excel, Outlook, Word, PowerPoint. 

Desirable:

  • Working for an Embassy, NGO, or UN agency.
  • Experience working on humanitarian cash transfer programmes is extremely desirable

Working Hours and Remuneration:

The starting salary for this role is US $ 2,680 payable 13 times per year. In addition a monthly security allowance of $200 is payable. The allowance is subject to review and may be altered or withdrawn at any time. No accommodation or relocation expenses are payable in connection with this position.

Normal working hours are Sunday - Wednesday 0800 – 1600 and Thursday 0800-1400. The annual leave entitlement is 20 days. Other benefits include the British Consulate General Erbil medical scheme (which also covers dependants) and access to subsidised restaurant facilities.

You will need to travel to Baghdad on occasion to meet with the Embassy team. There may also be the opportunity to travel to London.

The successful candidate will be subject to a 3 month probationary period.
