Roles and responsibilities / what will the jobholder be expected to achieve: Operational HR Functions (25%) - Lead HR policy implementation and ensure compliance with FCDO guidance and local labour law.
- Working closely with the Head of Corporate Services, provide HR-related advice to Post leadership and section managers.
- Provide guidance on employee relations, conduct/disciplinary management, and performance management, ensuring that processes are aligned with the local law and FCDO policy.
- Support the design and implementation of Post HR strategy and workforce initiatives.
Payroll & Employee Benefits Administration (20%) - Prepare, verify, and process monthly payroll for all staff, ensuring correct application of allowances, deductions, overtime, and statutory contributions.
- Maintain accurate payroll records and administer monthly and annual statutory reporting.
- Manage updates for payroll changes (new joiners, leavers, contract adjustments, benefits enrolment).
- Administer employee benefits programmes, such as medical insurance and locally‑provided schemes.
- Ensure accurate record‑keeping and secure management of payroll documentation.
- Respond to payroll queries and compliance, assurance, and audit requirements.

Recruitment & Onboarding (10%) - Lead local recruitment processes in coordination with HR Hub.
- Provide support and guidance to hiring managers on drafting job specifications and coordinate required approvals; support selection panels (sifting, interview scheduling, and documentation); and coordinate onboarding and induction arrangements, ensuring a consistent experience for new starters.
Employee Engagement & Organisational Development (20%) - Lead Post engagement strategy and wellbeing initiatives.
- Conduct learning needs analysis and support team development planning.
- Actively work with and contribute to the Post Learning & Development (L&D) Committee, supporting the planning and delivery of learning interventions, engagement activities, and capability‑building programmes.
- Manage recognition initiatives and engagement calendars.

Health, Safety & Wellbeing (10%) - Oversee H&S governance and ensure Post compliance with global and local safety standards.
- Lead H&S inductions and wellbeing activities.
- Management of HMO vendor- includes relationship management and act as main liaison between post and HMO vendor
- Support the H&S core team and ensure Post‑wide responsibilities are met.
Corporate Leadership & Management (10%) - Line‑manage Corporate Services Officers across HR, administrative functions and Protocol.
- Oversee day‑to‑day delivery of HR and Corporate Services operational functions.
- Represent Post with external stakeholders and regional hubs as required.
- Support implementation of the Corporate Services Charter and continuous improvement initiatives.
Team and Crisis Support (5%) - Provide flexible support to Corporate Services colleagues.
- Act as primary liaison for CBS Association when required.
Resources managed (Staff and expenditure) - Line management of Corporate Services Officers HR Logistics and Events and Protocol Officer
- Oversight of payroll processes, L&D budgets, LE benefits expenditure, and HR‑related programme budgets.
