Main Purpose of Job


The successful candidate will work within the Foreign, Commonwealth and Development Office (FCDO). S/he will be responsible for managing the CT Programme Support Team in delivery, logistics and administration of the FCDO’s counter terrorism programmes in Kenya.  This role provides an opportunity to support a high profile foreign policy priority by helping tackle terrorism in line with international human rights standards.

The successful candidate will be able to use their programme management skills to deliver in a fast-paced environment, responding flexibly to programme demands.  He/she will manage a team of two officers to develop, drive and deliver timely and high quality counter-terrorism programmes through liaising with a wide range of colleagues across the security and justice sector within the British High Commission in Nairobi, UK Government Departments, external implementers and the Kenyan security and justice sector.  

Main Duties and Responsibilities


  • Lead the CT Programme Support Team in the planning and implementation of new projects and evolve existing projects in close consultation with the Kenya CT Lead and Subject Matter Experts (SMEs). Monitor, actively engage stakeholders and intervene as necessary to ensure projects deliver the expected results. The role’s priority responsibility will be, by mid to late 2021, to have ensured the completion of a police station with a CT detention wing attached.
  • Lead and implement processes to ensure project documentation is in compliance with FCDO procedures including risk identification, management, monitoring and evaluation strategies.  Monitor and manage commercial procurement processes, in line with FCDO guidance, and manage commercial contractors.
  • Contribute and influence programme and project design in-line with policy, strategies and environmental and country specific requirements.  Provide input to funding bids, project documentation, assessments, briefings and official correspondence.
  • Provide project support to SMEs, including but not limited to, monitoring schedules, drafting correspondence, due diligence assessments, knowledge management, budgets, procurement, contracts, logistics, travel bookings, progress reports and liaison with key stakeholders including law enforcement and judicial agencies, non-government organisations and the international donor community.  
  • Programme manage the Kenya Detentions work stream including project management of specific projects, on-boarding and working with the project management team, with guidance from FCDO Commercial Group and UK Detention Cadre.  Manage the relationship with implementing partners.
  • Monitor, manage and report on overall programme finances including ensuring accurate budgeting and forecasting, value for money assessment, resourcing and processing and receipting invoices. Take proactive steps to create transparent and sustainable project management processes and procedures to safeguard against non-compliance.
  • Build and maintain relationships with colleagues across the CT and security and justice sector within the mission.
  • Manage and deliver programme and expenditure reporting at monthly, quarterly and yearly intervals for to the Programme Team in London and Counter Terrorism Extremism Network.
  • Line management of 1 x A2 CT Programme Support Officer and 1 x B3 CT Programme Manager. Administrative line management of 1 x B3 Programme Manager.
  • Active team member within the wider CT community, taking on additional responsibilities as required (including policy support). Be an active member of the wider BHC, taking on wider corporate responsibilities.

  • Ability to plan ahead, prioritise effectively and use initiative to solve problems;

  • Proven team working skills with supervisory management experience;

  • Flexible and proactive approach to working.

Members of staff are entitled to paid annual leave, which is earned, from the day they commence employment. Entitlements are as follows:

In addition to annual leave, the BHC normally observes no fewer than 9 and no more than 14 Kenyan and British public and religious holidays in a year. These vary from year to year and are at the discretion of the High Commissioner. A list of holidays is published each year.  

Working Patterns:

36.25 hour week but provides a system for those who wish to work flexibly, to balance their working hours with their home lives with core hours being 1100-1500 Monday to Thursday and 1100-1400 on Fridays.  

Due to the nature of the role it is necessary that applicants be security cleared to SC. Clearance can normally only be obtained by UK, USA, Canada, Australia and New Zealand nationals [not Kenyan dual nationals], Such candidates must have a traceable history over the last 5 years
