The main purpose of the job is to be an advocate for and provide support to UK based staff and families on family and community issues, primarily in the area of information gathering, welfare and communication.  The CLO will also work closely on issues such as medical provision to UK based staff and Education for the children of UK based staff.

In addition, the CLO will lead on some community outreach work on behalf of the Consulate as a whole; developing and maintaining strong links with schools, healthcare providers and charities.

The jobholder is expected to achieve the following:

  • Provision of local information relevant to Consulate families currently residing at post or considering taking up a position at the Consulate:  For families, partners and officers ( including those not yet at post) primarily on Spouse/Partner employment at Post, child and adult education, care and training opportunities, single officer and foreign born spouse issues, recreational facilities, social matters and completion of all DSFA returns. Provide an arrival welcome pack, ensuring the information it contains is relevant and up to date.  
  • Welfare support to officers and their families:  Welcoming single officers, couples and families as well as officers on temporary duty. Ensuring a smooth integration into the post community. Follow up to check that the settling in process is working. Being a source of referral and support where questions, problems and difficulties arise. Provide a short orientation for all new arrivals at post. Helping to co-ordinate the post report, ensuring the welcome pack is relevant. 
  • Advocate on behalf of officers and their families:  Advocate for UK based staff and dependants in addressing issues of importance with post authorities, including as their representative on Post Management Committee, Evacuation/contingency planning and the chief link between post and DSFA in London.
  • Community outreach: Develop and maintain strong links with schools, healthcare providers and charities. Organise small events to foster links. Manage a small budget for this activity – ensuring best value.
  • Maintaining personal data: Maintain an accurate record of all FCO/DFID/BC and locally employed staff’s emergency contact details. Maintain a security contact list that includes all school contacts and a copy of their emergency plans. 
  • First Response Officer: Act as a first contact point, a listening ear and a sign post for colleagues who feel that they may have been bullied, harassed of discriminated against.
  • Excellent communication and interpersonal skills
  • Experience of working in a customer facing environment and providing welfare support
  • Previous experience as Community Liaison Officer in another post.
  • Existing connections to schools, healthcare providers and the ex-pat community in Shanghai.
  • Some knowledge of spoken Chinese.
