Economic and Prosperity

Main purpose of job:

To manage the implementation of the Skills for Prosperity programme in Indonesia by providing high quality policy and technical advice in partnership with the project implementer.  The programme aims to:

-        Reduce poverty and stimulates inclusive, sustainable economic growth, particularly in the Indonesian maritime sector

-        Open new markets for international businesses, including UK companies, maritime skills specialists and education providers

-        Align with equivalent UK programmes in other middle-income Overseas Development Assistance (ODA) eligible countries in the region (Malaysia and the Philippines

-        Achieve coherence with wider Embassy/HMG efforts to build improved vocational and higher education links with the UK

-        Have impact and is good value for money

 

Roles and responsibilities / what will the jobholder be expected to achieve?:

The UK government has invested in a £20 million multi-year Prosperity Fund programme on education called the Skills for Prosperity programme in South East Asia. The programme in Indonesia has begun implementation this year, led by the International Labour Organisation (ILO) in partnership with the UK government and the Indonesian Ministry of Education & Culture. Your job will focus on managing the programme and in particular the relationship between all major stakeholders, including the central team in London, and the project implementer, providing policy and technical advice on the programme, and help monitor and evaluate the programme’s ongoing delivery. 

You will lead on the following:

-        Close liaison with education institutions, local government, business associations and national Ministries alongside the ILO

-              De-conflicting the programme with other UK-funded work at the British Embassy Jakarta

-        Capture evidence of programme successes, and ensure that the UK receives due credit for this, and that posts’ contribution to the overall programme’s annual reviews has impact

-        Deploy Embassy diplomatic and development levers to support the programme’s primary aim of reducing poverty and increasing vocational education and skills provision in Indonesia

-        Deploy Embassy commercial levers to support the programme’s secondary aim of opening new markets, including for the UK.

Throughout this period you will also need to ensure that the ILO:

-        complies with the International Development Act, including the International Development (Gender Equality) Act 2014; meets the OECD Development Assistance Committee (DAC)’s ODA criteria; is untied; meets UK government transparency commitments on ODA spend; and complies with HMG audit requirements.

-        Are effectively identifying and managing risks to successful programme implementation and overall delivery

You will also lead on:

-        Keeping abreast of education policy developments at post, and regionally (for example World Bank, UNICEF and Asian Development Bank policy and operational reviews), using this knowledge to spot opportunities for sharing lessons and best practice with other ASEAN and priority countries.

-        Build links across the Embassy, chairing an Education Virtual Team consisting of programme, policy and commercial colleagues.

-        Deepen the Embassy’s education engagement beyond Jakarta, to sub-national level with provincial and city authorities.

-        Maintain a strong network with your colleagues in the UK, and counterparts in ASEAN and other priority Education Prosperity Fund countries, adapting the programme on the basis of lessons learnt.

-        Support the Embassy Education Attaché, the wider Political and Education team, and take on Embassy corporate roles as appropriate

 

Resources managed (staff and expenditure):

-  Support ILO with policy and technical advice (which is estimated to spend up to £7 million until 2023)

-  There may be opportunities to bid for and manage other Non ODA funds related to education, skills and TVET

-  Strategically manage and negotiate available technical resource provided by Global Skills Programme.


Learning and development opportunities (and any specific training courses to be completed):




We place a strong emphasis on learning and development (L&D).  You will be encouraged to undertake developmental training and get involved in corporate activities.  This role provides an excellent opportunity to build up programme knowledge and expertise and gain exposure to working across government.  You will have access to existing and new Project & Programme Management L&D as well as wider job-relevant L&D and support for your own personal development. You may have the opportunity to participate in annual reviews to assess the performance of PF programmes. The Embassy has a strong L&D offer (including L&D Weeks and the possibility of securing funds for personal L&D).  


Working patterns:


The Embassy is currently working more or less 100% remotely due to COVID-19. It is expected that that at the appropriate time this role would return to the office in line with Embassy guidelines. There is scope for flexible working in line with Embassy policies.


 



We are looking for a proactive, confident, creative self-starter who can quickly immerse themselves in a fast-paced project delivery environment, largely unsupervised, delivering to sometimes tight deadlines.  S/he will need excellent interpersonal and communications skills to build strong relations within the Embassy, the ILO, stakeholders at the regional and national level as well as with stakeholders in the UK. 

-        Qualified to degree level (ideally but not limited to economics or development economics or education or sociology or political science or business studies)

-        Passion for education, TVET and skills, and a desire to improve education and learning outcomes

-        Experience in developing policy advice/analysis; delivering successful programmes, and managing budgets; and managing the performance of delivery agents/contractors.

-        A strong understanding of poverty, inequality and gender issues

-        Good programme, contract and financial management skills and experience.

-        Computer literate, working with Microsoft Windows and able to manage information effectively with available computer system

  • - Knowledge of the higher education and skills sector in Indonesia from having worked in the public/private sectors

    - At least 3 to 5 years work experience in the public or private sectors.
