UK Mission

The UK’s Foreign, Commonwealth and Development Office (FCDO) is setting up a new team to support our diplomatic posts across the Indo-Pacific region with their bilateral project and programme management.  This is to raise the quality and capability of our network’s programme management, in line with the FCDO’s Programme Operating Framework (PrOF). The team will be based in the British Embassy in Jakarta and the British High Commission in New Delhi to cover the range of time zones of the region.  It will provide support to posts around the Indian Ocean region as well as China, North East and South East Asia and the Pacific.  It will help with procurement, programme and financial management and monitoring and evaluation. In a consultation we ran with our Indo-Pacific diplomatic network earlier this year, between 10-20 posts indicated they needed support with this. The team will be part of the Indo-Pacific Regional Department (IPRD), reporting to its Deputy Head who will be based in New Delhi. Once we have set up and piloted the team, there is the potential to make it permanent. 

The wider Indo-Pacific Regional Department designs and delivers major trans-boundary regional programming and provides technical policy advice. The Team delivers major multi-year Official Development Assistance programmes in three main areas: Climate, Economic Development and Social Development. The team is a mix of technical advisors (focused on the Indo-Pacific), a policy lead, and Programme Managers. We support the delivery of HMG’s Indo-Pacific strategy, as set out in the UK Government’s 2021 ‘Integrated Review’.

We are seeking a Finance Lead for Programme Management to be based in the British Embassy in Jakarta as part of this new team providing support to our Indo-Pacific diplomatic posts with their bilateral programme and project management.  The Finance Analyst will help our posts assess the financial position and performance of their projects and programmes, and provide regular, robust financial information, advice and analysis. The role will be important in embedding high quality financial  management throughout our operational business.

The Finance Team leader (the Analyst’s line manager as well as the finance lead for the wider IPRD) will be based in the British High Commission in New Delhi. The team will need to work closely with FCDO headquarters in London to provide accurate advice that is in line with the organisation’s processes and standards.

Roles and responsibilities:

As this is a new team, the responsibilities will evolve as the specific requests from our diplomatic network for programme support become clear. The responsibilities listed below give an indication from our initial consultations.

In this role, the finance lead will need to:

  • Help assess the financial management needs of our diplomatic posts in the Indo-Pacific in their programme management, and providing advice to them to be able to carry out financial management functions on their own.
  • Support programme staff and Advisors on financial aspects of programme design and implementation and  on-going monitoring and reporting, through engagement and effective challenge.
  • Support posts with the compilation, consolidation and quality assurance of key financial information and analysis, particularly around spend, budgets and forecasts.
  • Promote accountability and ensure value for money is delivered.
  • Support the Finance Team leader in the communication and delivery of corporate policies relating to financial programme management.
  • Raise awareness of counter fraud, corruption and leakage  risks, and help posts understand and apply the due diligence framework.
  • Contribute to the effective preparation for audit and compliance visits and assist in the delivery of recommendations.

Reporting

  • The role will report into the finance team leader based in New Delhi, who is also the finance lead for IPRD’s wider work.

PLEASE NOTE: Due to the dynamic nature of our work, aspects of this role may change over time. The post-holder will need to be flexible and willing to adapt to evolving responsibilities.

There is no requirement to have previous experience of working for the British government or of development work. We are looking for a Finance Lead with demonstrable experience of working on Programme / Project Management. The successful candidate will be a quick learner and enjoy taking initiative, supporting others to deliver and have strong judgement. S/he will demonstrate :

Essential

  • A minimum of 3 to 5 years work experience in financial management.
  • Demonstrates awareness of principles of corporate governance.
  • Has practical skills in one or more area of: management accounting and cost analysis, investment finance, treasury management, planning, budgeting and financial accounting.
  • Is aware of financial policy in these areas and can provide some advice and guidance to others.
  • Understands different financial planning and budgeting techniques.
  • Understands principles of financial risk management.
  • Can help evaluate investment and spending options and make recommendations to support decision-making, balancing risk and value for money in developing sound business cases.
  • Can present financial information clearly both verbally and in writing to support organisational decision-making.
  • Strong Excel skills are a must
  • Knowledge of programme management.

Desirable

  • Past experience of FCDO systems would be beneficial.
  • Some understanding of regional development issues including climate change, trade and connectivity would be beneficial.

Qualification

A member of one of the five Consultative Committees of Accounting Bodies (CCAB) i.e. ACCA; CIPFA, ICAEW; ICAI or ICAS; or CIMA; or an equivalent European or international body or a part- qualified accountant who is actively studying towards full membership of one of the above professional bodies and who is committed to completing their qualification in the next 24-36 months or someone who has undergone a period of equivalent structured training and accreditation in a specialist area of finance.

Technical Competencies

The Finance analyst will need to demonstrate strong ability and understanding of financial management

Knowledge and understanding of International Aid.  In addition, the job-holder would be expected to exhibit the FCDO’s International Competencies notably in this role:
