The British Embassy in Baghdad is seeking an individual for the position of Conflict, Stability & Security Fund (CSSF) Finance and Programme Support Officer, Grade – A2 (L).

 

Purpose of the job:

This critical role will support the delivery of the £25m Iraq Conflict, Stability and Security Fund (CSSF). The CSSF works as part of a wider Cross Embassy approach to build Stability in Iraq. The fund is: supporting a Government of Iraq offer to its people on services including security; empowering citizens to hold government to account; and supporting bottom up reconciliation and peacebuilding. This post offers a chance to work on a fascinating priority for the UK government and our partners.

Working to the Iraq CSSF finance manager, the post holder will act as a point of contact for the Iraq CSSF finances. The jobholder will manage the day-to-day financial administration of the Iraq CSSF programme, working closely with implementation partners, other programme teams and cross Whitehall Colleagues. The jobholder will work closely with others in an integrated team, in particular with finance and project officers.

This is an excellent role for someone with financial management experience wishing to develop these skills for excellent programme management in an international environment.

Main Responsibilities:

Financial Administration (60%)

  • Daily financial duties to ensure:

- Information entered onto FCO financial systems are accurate and up-to-date (Prism, Hyperion and OBIEE).

- Invoices are received and checked in accordance to the CSSF financial requirements, and that suppliers are paid on time.

    • Assist the programme team in maintaining accurate financial data to compile for submission to London as per Her Majesty’s Government (HMG) rules and regulations (e.g. ODA and MIS returns);
    • Assist project managers to insure implementing partners are reporting on agreed timelines and in line with the CSSF/HMG reporting schedules and regulations;
    • Provide cover to the finance manager when on leave, if needed;

     

    Office management and Administration (35%)

    • Support the day-to-day work of the CSSF team and wider Embassy, including logistical, travel, corporate and administrative tasks;
    • Assist in preparing papers, coordinating meetings, writing minutes and follow up on action points;
    • Provide interpretations at meeting and translate key documents that may have political and socio-economic information;
    • Office management including data store, managing and updating key contact information; respond promptly to queries;
    • Learning and Development (L&D) opportunities.

     

    Other (5%)

    • Contribute to wider Embassy efforts when in crisis mode;
    • Provide support to wider Embassy activities, such as interpretation when needed, preparations for Receptions, Events and Visits.

    Essential:

    • Fluent English and Arabic language skills.
    • High school qualification/s and relevant experience or a Bachelor’s degree
    • Minimum 2 years of experience of financial and/or project management.
    • Strong numerical skills.
    • Excellent attention to detail and accuracy.
    • Competent user of computers and relevant software applications (Microsoft Office).

    Desirable:

    • Good command of the Kurdish Language

    Working Hours and Remuneration

    The starting salary for the role is $1,602 payable 13 times per year. In addition a monthly allowance of US$300 for security is payable. The allowance is subject to review and may be altered or withdrawn at any time. The British Embassy also runs a performance related pay scheme and supports training and development for all staff. This is a full time fixed term contract for two years.

    Normal working hours are Sunday - Wednesday 0800 – 1600 and Thursday 0800-1400. Due to the nature of the work, some flexibility on working hours will be required; time off in lieu will be arranged. The annual leave entitlement is 20 days plus up to 14 days public holidays [UK/Iraq]. Other benefits include the Embassy medical scheme (which also covers close dependents) and access to onsite facilities including a canteen. 

    The successful candidate will be subject to a 90 days probationary period.

    • Receive the appropriate level of security clearance;
    • Have (or be willing to obtain) the right to live and work in Iraq. It is for potential job applicants to ensure they have the necessary permit that allows them to reside and work in Iraq.
