Main purpose of job:

To work as part of the Corporate Services Team working specifically with Estates Officers/Managers of India network on all aspects of works, services and goods procurement activity under £25k. The Procurement Specialist will be responsible for supporting the development and implementation of tailored procurement strategies and procedures under the guidance of the Regional Procurement Hub.

Roles and responsibilities:

Procurement Delivery (sub £25K): Responsible for managing the contract tender process of various sub £25,000 procurement/contract-related projects to support the British High Commission India Network estate. This will entail sourcing of suppliers, agreement of specification, preparation of tender documentation, liaison and coordination with suppliers to clarify requirements, coordination and evaluation of bids, obtaining appropriate approval, and direct negotiation, agreement of contracts and management and closure of contracts. It will also entail ensuring that such procurements meet legal, audit, UK HM Treasury and UK Cabinet Office requirements.

Identifying Network-wide Opportunities: To work closely with colleagues in the India Network and Regional  Procurement Hub  to deliver procurement activity to a standardised process, proactively seeking opportunities to buy efficiently through common procurement routes. Effective use of e-Procurement & P2P (Training will be provided) and strategies.

Supplier Relationship Management: To review, report and manage contract and framework used in the network. To act as the Supplier Relationship Manager where appropriate for network suppliers including resolution of contractual disputes, taking appropriate action to protect the FCO’s interest.

Support to Regional Procurement Hub: To work closely with the Regional Procurement Hub colleagues in implementing, managing, delivering network and regional procurement objectives.

The Procurement Specialist role will support the British High Commission New Delhi in delivering Estates procurement services under £25k across the network of office locations in India (New Delhi, Mumbai, Pune, Goa, Ahmedabad, Chennai, Kolkata, Bangalore, Hyderabad, and Chandigarh). In addition to helping to deliver procurement projects, you will be responsible for ensuring that procurement processes operate smoothly and consistently within the network for all projects linked to the FCO estate. You will be working with colleagues to forecast requirements for works, goods and services in all category areas and proactively researching suppliers who can help the FCO to meet its value for money objective.

This role provides an excellent opportunity to learn about project management skills as well as to advance your

Commercial expertise. There is scope for gaining experience in a number of areas of the procurement process and there could be the opportunity to obtain relevant professional qualifications (Chartered Institute of Procurement) and skills as a procurement specialist.

Your skills will not only have currency in the FCO (both in the UK and overseas), but will also enable you to pursue further a career in a number of areas elsewhere in the public or private sector.

This is a challenging role and is suited to a dynamic, self-starter with a proven track record in procurement. We are looking for someone who is confident and can solve problems and launch themselves into new tasks with energy and enthusiasm. You will be working with close collaboration with the Regional Procurement Hub and with a wide range of people from different backgrounds, including other government departments. You will also need to be flexible and prepared to travel to different offices in the network.

Education Qualification:

Graduate calibre and qualified by experience, ideally with relevant post-graduate or professional qualification (e.g. holds or studying towards MCIPS).

Experience:

  • Minimum 3 years relevant procurement experience and substantial experience of procurement in Estates Categories i.e. Building Operation – Repair and Maintenance, Waste Management, Groundwork maintenance, Plumbing & Electrical Services, Painting and Finishing, Clothing & Textiles, Office Furniture and Fittings, Office Solutions and Contingent Labour.
  • Proven record of accomplishment of working to deadlines and meeting targets and experience of project management and delivery.
  • Flexibility, willingness and ability to adapt to change.
  • A persuasive presenter, facilitator and negotiator with the ability to influence to support the achievement of Corporate Procurement Group objectives.
  • Able to monitor / scan external sources of data and intelligence and to pro- actively share relevant information with others in and across the global procurement organisation where relevant.
  • Excellent working knowledge of MS Office-Word, Excel, Power Point, Intra- Internet, e-mail applications etc.
  • Focuses on expected impact and results and responds positively to feedback;
  • Promotes teamwork and shows conflict resolution skills;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Demonstrates excellent oral and written communication skills;
  • Supports the team in building strong relationships with stakeholders and external actors;
  • High interpersonal skills, and ability to remain calm, in control and good humoured under pressure;
  • Ability to prioritize assignments and requirements, and multitask as needed;
