Main purpose of job:

This is a temporary position with confirmed budget from August 15 (2021) – March 31 (2022). A great opportunity for a talented individual to support the Political Team in the Embassy covering Anti-Corruption and Digitalisation, to support Mexico in its efforts to use technology for accountability and reduce corruption in public procurement by increasing data standardisation, interoperability and protocol implementation.

Transforming Procurement Systems in Mexico is a £116k pot with 7 projects running from August 2021 to March 2022, part of the former Global Anti-Corruption Programme implementing FCDO’s Anti-Corruption priorities on Technology for Accountability, and commitments made at the London Anti-Corruption Summit in May 2016.

The candidate will help to deliver and report on the bilateral Memorandums of Understanding on Anti-Corruption, Transparency & Open Government, and on Government Modernisation & Public Procurement; being Mexico’s top priorities and key policy areas central for recovery post-COVID19.

Reducing corruption has a clear impact on sustainable development and poverty reduction: it increases economic growth and prosperity, increases stability, and reduces poverty - as the poor and marginalised are disproportionally affected by corruption. The project will promote corruption reporting and spread anti-corruption protocols and the use of data/digital tools that will help to make anti-corruption work in Mexico more sustainable. With follow-on longer term and larger scale HMG programme and policy interventions, as well as collaboration with other international donors and multilaterals, this will lead to reduced corruption by governments and companies in Mexico.

Roles and responsibilities / what will the jobholder be expected to achieve?:

1. Project, contract and financial management

  •  Reviews work plans and deliverables against acceptance criteria to ensure quality assurance and ongoing viability of business case.
  • Reviews financial and performance reporting, including invoices, carrying out spot-checks on financial records where necessary to ensure accountability, value for money and forecasting and actual spend reflect the work specified in the work plans.

2. Contributes to delivery of team priorities.

  • Stakeholder management: Communication and networking with all stakeholders to support delivery, internal support and promotion of strategies/work within the FCDO community, government and public beneficiaries.
  • Supporting research: Analysis and research to shape strategies’ delivery both technical and political.
  • Liaise with communications teams from supplier and PT to support the development of range of communications tools. For example, impact and good news stories, events and workshops, and MOU signings.
  • Support political team to the development of concept notes and project proposals.

3. VT /Internal stakeholder management/Open Societies Directorate

  • Monthly reporting to the Open Societies Directorate at London.
  • Day-to-day coordination with DIT colleagues and SB Adviser to identify secondary benefits opportunities.
  • Contributing to VT plans and supporting VT activities where appropriate.

It is essential that the candidate can demonstrate attention to detail,  Experience in managing budgets, strong organization skills and the ability to prioritise and deliver effective time-management. The candidate should be comfortable in an inclusive, open, and critically creative environment where questions are encouraged and opinions sought out and where teamwork is essential to success. 

Language requirements:

Language: Written and spoken English and Spanish

Level of language required:  minimum level required C1 under CEFRL or equivalent  

A familiarity with the key themes of Programme Management, Anti-Corruption and Digitalisation is desirable, as well as experience on communication strategies

Working patterns:

  • 38 conditional working hours a week allowing employees to work flexibly in order to encourage a better work/life balance, 8:00 – 4:30 from Monday to Thursday and 8:00 – 2:00 on Fridays.

Candidates must be able to live and work in Mexico in their own right.  The successful candidate will be subject to a security clearance and professional reference checks.

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
