Main purpose of job:

This is an exciting role within a busy consular team; focussing on issues affecting both British tourists and residents in Japan, with some opportunities to support Consular Operations in South Korea.

The aim of consular prevention is to make it safer for British people overseas by reducing the number of preventable incidents where possible, working with host authorities and partners to improve the level of support when things do go wrong and providing clear, accessible and up-to-date advice and information to allow British people to understand the risks and take appropriate action.

The jobholder will lead the Consular section outreach and stakeholder engagement activities. They will co-ordinate and ensure delivery of consular prevention fundamentals, communications campaigns and priority prevention projects, assist with lobbying and engagement with the Japanese authorities and provide project support to Consular section as directed.  .

 

This is also a unique opportunity to help shape the delivery of consular preventative work in the run up to the 2023 Scouting Jamboree in South Korea.

The jobholder will also focus on contact making, networking and outreach with a range of stakeholders to build and develop local partnerships, share local knowledge and influence to enhance the delivery of consular services.

Consular section works to support British Nationals in difficulty in Japan through modern and efficient consular services in line with the Foreign Commonwealth and Development Office (FCDO) Consular Services Strategy, Consular Guidance and Customer Charter.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Consular Prevention  50%                                                   

Lead on Consular prevention initiatives, including:

  • Being part of the Prevention Champion network in the Asia Pacific consular region
  • Identifying trends and issues to target through prevention
  • Applying a behaviour change approach to prevention projects
  • Gather and collate relevant information required for prevention campaigns and projects, contribute to updating FCDO’s Travel Advice as and when required
  • Design and create campaign materials, including digital products
  • Devise and maintain social media products in support of prevention work, working with the Embassy communications team
  • Ensure accurate and timely recording of progress on prevention projects including evaluation and lessons learned.
  • Deliver presentations on the work of the team to a range of stakeholders
  • Supporting the regional prevention lead based in Singapore and ensure Japan follows the FCDO’s global prevention strategy  

Outreach, engagement, partnerships and lobbying  25%

  • Liaising with internal and external stakeholders, including NGOs, Japanese Government authorities, international communities and relevant local and international organisations
  • Identifying, building and maintaining partnerships with new contacts to support wider team objectives
  • Co-ordinate engagement and lobbying activity, including organising events, meetings and visits.

Assistance with Japan network crisis preparations/corporate contribution                                 10%                                 

  • Participating in Embassy consular crisis team; support organisation of crisis training exercises; use and support non-consular colleagues on the Crisis Hub platform (the Foreign  Commonwealth and Development Office’s consular database for use in crisis);
  • In crisis/emergency situations, work as required to support Embassy response, sometimes on a shift pattern working unsociable hours.
  • Provide consular assistance as and when required.

Staff and resource management, and personal development                                                     10%

  • Using 70:20:10 model focus on own learning and development in line with a Personal Development Plan;
  • Contribute to the Embassy working environment by taking responsibility for an area of corporate delivery or change
  • Essential on arrival:  Excellent IT skills, including MS Office, Adobe Photoshop and other graphic design software, info graphic and web editing skills
  • Confident, assertive and able to communicate effectively with a range of stakeholders
  • Works within personal professional competencies and actively seeks support  and guidance
  • Demonstrates advanced organisational planning skills and prioritises competing demands effectively
  • Sound judgement, critical thinking and problem solving skills

  • Ability to research, collate and analyse data from a range of sources
  • Self-starter- someone who can work independently with light supervision

Language requirements:

Language: Fluency in English and business level Japanese

Level of language required: For the purpose of this role, ‘Fluent’ refers to TOEIC score 950 or higher, and a minimum of JLPT Level 1

  • Previous experience of working in an English language environment.
  • Understanding of consular work.

The British Embassy offers comprehensive learning and development opportunities that will be fully available to the jobholder. We regularly run both work area specific training, as well as more general skills development in project management, finance, and leadership. Each year the job holder will be encouraged to use 5 development days to pursue job related and personal development goals.

All staff are required to take a role in the embassy’s crisis preparation and response. Full training will be provided for this and regular opportunities will be available to test and develop your skills.

Opportunities to support the wider Asia Pacific consular network in the region as part of a resilience network may also be available.

Flexibility on working patterns will be required during key events and visits from UK officials.

Opportunities for working from home will be available however, commuting office regularly would be required.

  • 1 month salary bonus equivalents payable in June and December
  • (Note: Salary may be reduced due to tax status)
  • Commuting allowance of up to JPY35,000 per month (paid on an actual cost basis)
  • 25 days paid annual leave (calculated pro rata)
