The Regional Healthcare Advisor will be an operational lead for Reciprocal Healthcare in Spain, Portugal, France, Cyprus and Germany. They will contribute to operational and policy strategy and delivery through analysing the impact of policy on the ground in EU Member States, being a first point of contact for the European consular network. They will protect the business interests of DHSC by monitoring, evaluating and assisting UK Insured individuals to access healthcare correctly throughout the EU. This will be carried out through casework, outreach, policy analysis and partnership building.

The job holder will be expected to sucessfully contribute to and implement the DHSC and FCDO business plan for the countries they cover. They will be responsible for developing and coordinating UK health and data sharing policy engagement with both foreign authorities and internal stakeholders. They will also have a leadership role across the team’s overall coverage of casework, communications and policy engagement for DHSC. They will collaborate closely with other sections of the embassy, colleagues across FCDO Consular, policy and operational leads in the UK, partners in EU Member States and other relevant stakeholders. They will be responsible for identifying and creating opportunities for the team to carry out their objectives. They will have the right contacts and relationships in place in order to faciliate that.


  • Excellent verbal and written communication skills enabling effective communication with internal and external stakeholders in both English and Spanish (minimum C1 level);

  • Solid experience of social security policy/Reciprocal Healthcare;
  • Have detailed knowledge of all of the following: reciprocal healthcare, data-sharing; stakeholder engagement; healthcare systems in France, Spain, Cyprus, Portugal and Germany
  • Proven ability to manage remotely;
  • Capable of forming professional relationships and build trust with a wide range of contacts;
  • Must be a proven self-starter with the ability to work independently and proactively, and as a part of a team;
  • Proven ability to work effectively across a multi-team structure to ensure a joined-up and holistic approach;
  • Excellent interpersonal skills, demonstrating the ability to work collaboratively with and influence colleagues and stakeholders both in the UK and overseas;  
  • Attention to detail, strong judgment, problem-solving abilities and service delivery.

  • Experience in communication strategies.

This is a full-time and permanent contract. Normal working hours are 37.5 per week.

The successful candidate is subject to a confirmation of a background check, security clearance and the successful completion of a probationary period.

The successful candidate will be enrolled in the Spanish Social Security Scheme and will therefore not be entitled to any gratuity from the Embassy based on gross annual salary.

The Embassy is a Diplomatic Mission with tax exempt status and does not collect taxes for other States. Employees are fully responsible for payment of income tax at the legally required rate. Staff recruited locally by the British Embassy in Spain are subject to terms and conditions of service according to local Spanish employment law.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Spain and be prepared to ensure that right remains throughout the scope of the contract.
