HR

The Foreign and Commonwealth Office (FCO) has a Corporate Services Centre consisting of a Global Transaction and Processing Centre and Regional Finance, Human Resources, and Procurement hubs, as well as a based in Manila. The HR Hub oversees 36 British Embassies, High Commissions and other Offices located in the Asia Pacific Region.

The HR hub is an integral part of the global HR team serving staff working in the overseas network for the UK Government.  The role of the Regional HR Hub is to provide key HR Services (recruitment, pay and reward, talent and performance management and HR enquiries) to customers in the region and to provide a strategic and professional HR capability to support Regional Senior Leaders in delivery of business objectives. 

The Hub has two HR Advisors, who provide professional advice and support on key HR processes for Embassies and High Commissions in the Asia Pacific Region for Post management and local staff. The role reports to the Deputy Head of HR for APAC region and will deliver through the HR hub team. Stakeholder engagement both within the region and will colleagues in other hubs and with London is also key. 

Roles and responsibilities:


Strategic HR Advisory (50%)

  • Support the Head and Deputy Head of HR by streamlining HR processes, standardising terms and conditions of employment and implementing consistent performance management processes
  • Ensure Service Level Agreements for HR Direct (employee relations) are being met.
  • Effective and timely response to employee queries and handling of cases. 
  • Identify and implement efficiencies to the HR service delivery process, feeding into the global model.
  • Identify areas to drive changes and standardisation; conceptualise projects and interventions; co-lead implementation.
  • Provide local staff and management consistent and accurate HR advice and guidance on FCO policies and local labour law across Asia Pacific region.
  • Liaison with Corporate Services teams in Posts to ensure local staff policies and procedures are consistent with FCO policies and local labour law.
  • Engage with a wide network of external contacts to understand and keep up-to-date with workforce regulations and HR compliance policies and issues across the region reporting as appropriate.
  • Support and monitor appraisal/review cycles with Line Managers.
  • Support to line managers on misconduct, managing poor performance; sick absence and grievance casework and drafting of letters.
  • Provide guidance and support in job evaluation and grading once appropriate training is undertaken

Reporting of Management Information (30%)

  • Provide accurate data for Monthly Post Reports, KPIs, quarterly HR Dashboards and standardised reports to provide meaningful information to stakeholders.
  • Manage HR information administration and reporting with analysis of trends.
  • Prepare monthly reports, analysis of key trends/issues, attrition report, exit data
  • Log all enquiries in SharePoint

Stakeholder Engagement (20%)

  • Establish and maintain communications/engagement with key customers/stakeholders.
  • Attend regular catch up calls with Posts and provide updates on HR Advisory.
  • Work closely with Corporate Services Managers and other interdependent teams to ensure that issues are addressed in a timely manner.
  • Deliver presentations to the network and stakeholders about HR Advisory.
  • Work together with HR colleagues on various HR projects, programs and  development of new HR policies
  • Represent the HR Hub during Post visits.
  • Maintain open dialogue and good working relationships as partners in service delivery.
  • Diploma/Degree holder or equivalent (advantageous if relevant to HR, Psychology, Industrial Relations)
  • At least 3-5 years experience in an HR role
  • Experience in any of the specialist fields in Human Resources preferably in Performance Management, Employee Relations, Organisational Development, Asia Pacific Labour Law
  • Ability to work with minimal supervision and prioritise work
  • Excellent verbal and written communication skills
  • Ability to produce reports (headcount and attrition), analyse complex information and provide recommendations
  • Experience in global or regional HR delivery
  • Experience in an HR or similar BPO/KPO shared service environment
  • Experience in account management or a client-facing role
