View Vacancy - VNM (Hanoi) - Post Security Manager, AO
Main purpose of job:
To support the Post Security Officer (PSO) and Regional Overseas Security Manager (ROSM) in the delivery of effective safety and security measures at the British Embassy Hanoi and UK-based staff residences; appropriately mitigating and managing risk, ensuring the safety of staff and assets under normal working conditions whilst also preparing for times of crisis. Provide proportionate security related support to the Consulate General in Ho Chi Minh City
Roles and responsibilities / what will the jobholder be expected to achieve?:
General Responsibilities – 50%: Supporting the PSO & working with the ROSM to deliver the holistic management of all BE Hanoi security considerations. Delivering proactive support and supervision while overseeing the assessment, scoping, implementation and operation delivery of physical security measures at the British Embassy Hanoi, HMA Residence, UK-based properties, events and staff safety while also managing day-to-day security issues as they arise. Will provide proportionate advisory support to the PSO & PFM at the Consulate General in Ho Chi Minh City (HCMC).
Crisis Support – 5%: Assist with updating security elements of crisis management plans, ensuring staff and families receive proportionate training and guidance on arrival. Acting as Deputy Security Manager within the Crisis Emergency Team, providing security advice and assistance during training, exercises or real time emergencies. Maintain the crisis equipment inventory and assisting with updating essential stores as required.
Security & Safety protocols -15%: Working closely with the facilities management provider (JLL) in Hanoi & at the CG in HCMC to coordinate the operational disposition of the local contract guards, measuring KPI’s against agreed standards and assisting in the provision of operational briefings, induction training and regular security training for all security guards. For BE Hanoi, conduct emergency drills and weekly testing of all alarm systems. Provide
assistance as required, to staff involved in security related incidents e.g., traffic accident, criminal activity. Assist and support Health & Safety and Fire Safety at the High Commission.
Security Support & Admin - 5%: Be the focal point for country-based staff security clearance, coordinating requirements with the ROSM and HR team. Conducting security briefs and deliver all new staff induction training. Provide regular all staff and dependants security awareness briefings and provide periodic security advisories throughout the year. Conduct security induction and OJT training to new staff and visitors. Other administrative / professional tasks as detailed by the PSO & ROSM.
Maintenance & Management – 5%: Ensuring the maintenance regime for all security related equipment is followed and requesting remedial repair action where faults are identified. Report all security deficiencies / weaknesses and security breaches to the ROSM.
Security & Community Liaison– 15%: Establish and maintain contacts across the security community and develop a network of contacts at other embassies and close liaison / contact with local high-level Police, law enforcement and security officers /agencies. Deliver security reports to the ROSM / PSO on all matters that may affect the secure operation of the Embassy and/or staff; Also, issue security advise, support and arrivals briefing to new UKB dependants. Providing clear and concise briefs to the Post Security Committee on events or incidents that may affect post.
Event Support – 5%: Assist in the coordination of security protocols during major events and VIP visits. Liaise with all departments and external supporting agencies to deliver proportionate security protocols for major events and VIP visits.
Resources managed (staff and expenditure):
- Management of Crisis equipment (shared with Consular & ITSO).
- Security budgets (budget TBC).
- Supervisory Management of the JLL Contracted security provider
- 3+ years’ experience in a Security environment.
- A good working knowledge on Security protocols, routine management and emergency and threat response techniques.
- Excellent organisational skills demonstrating an ability to work flexibly and unsupervised, maintaining professionalism under pressure.
- Able to write and review investigative reports, logbooks and produce security related briefs and advisories.
- Experience in teamwork and management.
Language requirements:
- Language: English
Level of language required: Excellent (fluent) written and oral communication skills in English. Vietnamese is desirable, not essential.
- Experience in Security, Police or Military
- Understands technical security system (CCTV, alarms, access control etc.)
- Experience in coordinating, liaising with local government, local law enforcement agencies and other security agencies and a proven network would be advantageous.
- Experience of crisis work, i.e., natural disaster support etc.
- Driving Licence (Cars)
This position is being advertised as a 12 months fixed term with possibility of renewal position in Hanoi, and will be extended subject to performance and availability of funding.

Working patterns:
This role will require office based work at the British Embassy Hanoi with little scope for remote or flexible working.
